- Maintains grant files and prepares and submits reimbursement requests, annual filings, closeout paperwork, etc. in conjunction with the grant manager.
- Coordinates Travel Requests and Tuition Reimbursement Requests to ensure that the correct paperwork is submitted in advance and closeout paperwork and receipts are submitted at the conclusion of the event and that all City policies are adhered to.
- Reconciles insurance bills and prepares for approval and payment. Works with Human Resources to ensure that the correct employees and coverages are on each bill as well in the payroll system.
- Performs calculations for Code Enforcement lien releases.
- Completes monthly bank and investment account reconciliations and prepares corresponding journal entries.
- Reviews and posts cash receipts.
- Verifies changes made to employee records in the payroll system. Verifies employee timesheets for accuracy and adherence to collective bargaining agreements and City policies, rules and regulations. Computes payments with deductions and withholdings, special payments, and contributions. Prepares files for payment of retirement contributions, union dues, wage levies, child support, and other deductions. Reconciles and prepares journal entries for payroll. Completes various reports related to the payroll process and transmits information to various agencies as needed.
- Completes various monthly and quarterly reports including building permit surcharges and workers compensation expenses.
- Performs various duties relating to the preparation and maintenance of the City of Sebastian's accounting records including the preparation of adjusting journal entries, analyzing accounts, etc.
- Coordinates with and provides assistance to the external Auditors. Assists auditors with records or related information for year-end closing activities.
- Provides support for project accounting maintenance, which includes, but is not limited to, budget adjustments, expenditure reconciliation, project closeout, and capitalization.
- Assists worker compensation auditor with records or related information.
- Performs various duties assigned by the Assistant Finance Director in his/her absence.
- Provides back-up support for accounts payable functions which may include checking invoices or receipts for accuracy and entering into the financial system, reconciling bills, or verifying checks prior to mailing or distribution.
- Provides back-up support for fixed asset functions which may include preparing the appropriate paperwork and entering new assets, deleting assets, or completing asset transfers.
- Provides back-up support for records retention functions.
- Provides suggestions or input to assist in updating and maintaining Procedure Manuals for the Department.
- Makes decisions, answers questions, and provides technical assistance to staff concerning assigned work.
- Works closely with other Departments to establish and maintain an efficient workflow.
- In the absence of the Assistant Finance Director, manages the Finance staff and ensures that operations continue effectively.

Qualifications Education and Experience Guidelines Education and Experience:Bachelor's Degree in Accounting, Finance, Business or Public Administration or related field; and three (3) years of experience in finance or accounting or related field, preferably for a governmental institution or agency; or an equivalent combination of education and experience. Special Qualifications:
- Possession of a valid, State of Florida driver's license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
