Title: Financial Officer/ Assistant Director

Status: Full time (32-40 Hours per week) Permanent

POSITION IN THE PLEASANT POINT HOUSING AUTHORITY

She/he is under the immediate supervision of the Executive Director. The Financial Officer/ Assistant Director oversees all financial operations of the Housing Authority under direction of the Director. She/he conveys financial information to management and external agencies.

DUTIES:

  • Maintains accurate and proper financial records.
  • Maintains good internal control procedures, developing new systems, when necessary, in cooperation with administrative staff. Make recommendations on changes when appropriate.
  • Reconcile bank statements.
  • Maintains records relevant to providing budget analysis.
  • Works with Auditor as required.
  • Provides financial information/budget analysis to the Executive Director as well as appropriate staff within the Housing Authority and Housing Commissioners as requested.
  • Responsible for preparing financial reports to HUD on all grants.
  • Maintain accurate system in order to identify appropriate amounts to be drawn down on the HUD LOCCS system.
  • Provide necessary communication with the HUD LOCCS system in order to maintain draw down availability.
  • Make approved and timely draw downs on the LOCCS system. Maintain cash flow in all accounts in concurrence with the Executive Director.
  • Create 1099's, W-2's and W-3's on a yearly basis.
  • Submits required paperwork to insurance carrier for all work-related injuries. Maintains job related injury log as required by OSHA.
  • Responsible for creating and updating yearly budget with the Executive Director for the Indian Housing Plan.
  • Oversee fixed asset tracking.
  • Develops financial reports for financial analysis.
  • Complete monthly and quarterly reports.
  • Provide reports to agencies for Low Income Tax Housing Credit Project (ie. MSHA, IRS, Raymond James, Four Directions).
  • Assist in alleged violations of rules, regulations, policies, procedures, and standard of conduct by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations with the Executive Director.
  • Reports unusual or extraordinary circumstances and/or potential violations regarding the unit or residents to the proper authorities and/or Executive Director; Pleasant Point Passamaquoddy Reservation Housing Commissioners.
  • Provides reports on a regular basis, and as directed or requested, to keep Pleasant Point Passamaquoddy Reservation Housing Commissioners and Executive Director informed of the operation and progress of compliance efforts.
  • Ensures proper reporting of violations or potential violations to appropriate authorities.
  • Institutes and maintains an effective compliance communication program for the organization, heightened awareness and understanding of new and existing compliance issues and related policies and procedures through workshops and/or meetings.
  • Works with Executive Director; Pleasant Point Passamaquoddy Reservation Housing Commissioners; and others as appropriate to develop effective compliance training program.
  • Assist Executive Director with Grants.
  • Other office assistance as needed, and as assigned by supervisor.
  • QUALIFICATIONS:

    Bachelor of Science in Accounting/Finance or business administration with financial accounting concentration. Two years' experience in a comparable position. Supervisory experience. Must be self-motivated, with excellent organizational and collaboration skills. Communication and writing skills are imperative. Ability to use financial and word processing software. Credibility and confidentiality are equally as important. Qualified Native Americans will be given first preference. Ability to strictly adhere to the Freedom of Information Acts (Confidentiality). Adherence to the Drug Free Workplace Act. Comply with personnel policies of the Housing Authority.
