North Metro Fire Rescue District is now recruiting for the exciting position of Fire Chief. This position has been posted to both internal and external candidates. The Fire Chief is the top executive appointed by the Board of Directors (?Board?) and is responsible for all administrative, financial, and operational aspects of the district under the governance of the Board. The Fire Chief oversees and directs the Executive Leadership Team in the development and implementation of rules, policies, and procedures for the efficient and effective functioning of the district and the varied services it provides to the community. These efforts will be consistent with the Board?s approved strategic goals, direction, and policies, applicable laws (defined below), and in strong alignment with the district's Mission and Values.
2025 Salary: $230,000 to $256,000 annually. Pay is commensurate with applicable experience and qualifications. The Fire Chief is responsible for implementing the written or oral rules, policies, practices, or procedures (collectively, the ?Rules ) established by the Board, and carrying out the duties of the position in accordance with Federal, State, and local laws, rules, regulations, codes, standards, and ordinances, including but not limited to the duties imposed by the Colorado Special District Act, C.R.S. §32-1-1002, applicable medical protocols, and applicable Fire Code(s) and Nationally Recognized Standards (collectively, ?applicable laws?).Work is performed with a wide latitude for independent judgment and action. The Board measures performance through actions observed within (and sometimes beyond) the scope of conferences, meetings, report work products, labor and management relations, financial stewardship, interpersonal interactions, and the overall success of the district?s programs and activities. This position is ?at-will,? which means the Board may terminate the employment relationship at any time and for no reason, subject only to the requirements of Federal and State law. - Work with the Board to develop and implement the district's strategic plan to meet current and future community needs.
- Facilitate Board meetings and take action consistent with Board direction.
- Responsible for all district personnel and operations.
- Demonstrate a comprehensive understanding of the key principles related to emergency medical transport and care.
- Responsible for ensuring the district's emergency services personnel proficiency in fireground tactics, strategy, and safety practices, including Nation Incident Management Systems (NIMS) theory and practice.
- Manage the comprehensive district program of fire prevention including inspection of diverse types of structures within the community.
- Provide direction and leadership for the development and delivery of effective training programs and continuously evaluate current training methods.
- Administer all applicable laws that impact district activities, including labor relations and personnel management policies and procedures, in collaboration with the district's attorney.
- Navigate politically sensitive and/or controversial issues and events in a manner aligned with the district's mission and culture.
- Engaged in continuous professional development through classroom, conferences, professional association involvement, networking, and other growth opportunities.

Administrative and Fiduciary Duties- Prepare and submit an annual proposed budget to the Board summarizing the cost to administer and operate the district for the next fiscal year.
- Prepare multi-year projections of district budget estimates for long-term planning purposes.
- Participate in and/or review plans, technical reports, budget estimates, and proposed rules and regulations submitted by the Executive Leadership Team and supervisory personnel.
- Develop and update policies, procedures, and best practices.
- Guide the Executive Leadership Team in negotiating collective bargaining agreements with IAFF Local 2203, with direction from the Board.
- Prepare, review and/or approve specifications associated with Requests for Proposals for capital improvements projects, contract services, and apparatus purchases.
- Ensure effective controls and processes are in place for the acquisition of departmental materials, supplies, and equipment.
- Provide leadership support for the annual employee performance evaluation program and provide performance feedback to direct reports.
- Develop effective management systems for monitoring general trends and implications of changes in building construction codes, industrial processes, vehicle manufacturing (including EVs), manufacturing processes, and firefighting equipment, tactics, techniques, and apparatus.
- Complete and present an annual self-performance assessment to the Board regarding key accomplishments, progress toward goals, areas requiring improvement, and goals for the following year.
QUALIFICATIONS AND PREFERENCES Minimum QualificationsRequired Residency- Must be able to respond from Fire Chief's residence to district Headquarters within a 30-minute drive at all times of day.
Required Licenses and CertificationsPossess and maintain:- A valid Colorado driver?s license and safe driving record, or obtain a Colorado driver's license within 90 days of hire.
- ICS 400 certification
- NIMS-700 certification
- CPR certification
Required Education and Experience- Bachelor?s degree in Fire Service Administration, Public Administration, Business Management, Emergency Management or a closely related field from an accredited college or university.
- Experience and proficiency in the development and management of annual budgets, and long-term financial planning.
Preferred Education, Experience, and Residency - Master's degree in Fire Science, Public Administration, Business Administration, Emergency Management or a closely related field from an accredited college or university.
- Possession of National Fire Academy Executive Fire Officer (NFA-EFO) certification, Center for Public Safety Excellence Chief Fire Officer (CFO) designation, or completion of Fire Service Executive Development Institute (FSEDI).
- Ten years of progressively responsible experience in the fire service with emergency medical transport and care, with at least five years of experience as a chief officer or in an executive role; preferably in an environment of similar (or larger) operational scope and scale to that of the district.
- Residency within the district boundaries.
