Job Description:
The purpose of this position is to provide fire code inspections and enforcement in commercial occupancies within the Town and provide technical support to Town employees, property owners, and developers on matters of code compliance and safety. Work is performed under the regular supervision of theFire Marshal.Physical RequirementsThis is very heavy work requiring exertion in excess of 100 pounds of force occasionally, in excess of 50 pounds of force frequently, and in excess of 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm's length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, hazards, atmospheric conditions, oils, and wearing a respirator. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.Work EnvironmentThe work is typically performed in a variety of environments and locations involving high heat, extreme temperatures, difficult terrain, and varying heights, confined spaces, limited visibility and hazardous atmospheres. Work environments include fire stations, vehicle, and at emergency scenes.Key ResponsibilitiesSchedules and conducts inspections of properties; prepares reports, documentation and citations; enters data into our database; coordinates with internal and external stakeholders (e.g. TOC employees, contractors, architects and engineers); generates permits for compliant projects and processes; evaluates and interprets current and prior codes; interprets and applies regulations to sites, work areas, buildings, structures and systems; utilizes interpersonal skills and education to facilitate compliance; may perform technical reviews of construction plans to ensure compliance with local, state and federal codes.Assists with fire scene investigations; excavates and reconstructs fire scenes and other incidents; determines origins and cause of fires; photographs, sketches and documents findings; maintains chain of custody of evidence; testifies in court as needed; interviews/documents witness, victim, suspect and responder testimony; communicates with outside entities such as NC Office of State Fire Marshal, insurance companies, NCSBI on matters related to the investigation of fires.Provides community risk reduction outreach; maintains a professional public relations image; creates, coordinates, manages and delivers fire education programs; oversees delivery of fire education programs delivered by the fire companies; coordinates and manages child injury prevention reduction program.Provides high level of customer service and positive interaction with all.Performs other duties as assigned or required.Minimum QualificationsAny combination of education and experience equivalent to associate's degree supplemented by fire training courses and considerable experience in community risk reduction. At least three years of fire suppression or fire code enforcement experience required, including at least one year as a certified fire inspector.Other RequirementsPossession of an appropriate driver's license valid in the State of North Carolina. Must meet and maintain all department and State training and certification requirements for position.Required CertificationsNorth Carolina Standard Fire Inspector Level I certification required.Child Passenger Safety Technician certification required.Fire and Life Safety Educator Level I or ability to obtain within 12 months of employment.Preferred CertificationsNorth Carolina Fire Officer and Fire Instructor certifications are preferred certifications but are not required.North Carolina Probationary Fire Inspector II or Standard Fire Inspector Level II is preferred.North Carolina Fire Investigation Technician or Certified Fire Investigator certification preferred.Knowledge and SkillsComprehensive knowledge of the community risk reduction practices and procedures; comprehensive knowledge of fire protection systems compliance, inspection, testing and maintenance; comprehensive knowledge and understanding of state and federal laws pertaining to fire inspections, the North Carolina Fire Prevention Code and referenced codes and standards; knowledge of building construction principles, methods, and practices; ability to deliver public presentation at a variety of levels in a professional manner; ability to read and comprehend; ability to write at a business and technical level; ability to prepare and maintain accurate, timely and detailed information, notes, records and reports; ability to perform mathematical calculations as required; ability to work independently with little direction or supervision; work in a fast-paced environment at times in high-stress situations; facilitate problem resolution through collaborative methods and means; demonstrate time management and organizational skills.#J-18808-Ljbffr
