For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.The Judiciary offers a strong opportunity for growth.The New Jersey Judiciary is seeking an experienced attorney with excellent managerial, organizational, analytical, and writing skills to serve as First Assistant Counsel in the Office of Board Counsel (the OBC) to the newly established Attorney Regulatory Board (the ARB) of the Supreme Court of New Jersey. The ARB was created by the Court to serve as the post-disciplinary arm of the attorney disciplinary system in New Jersey, with an array of responsibilities spanning the adjudication of petitions for readmission following disbarment to compliance and other supervisory functions.The selected candidate, under the supervision of Chief Counsel, will provide expert legal advice to the ARB on all post-disciplinary matters, including the proper adjudication of petitions for readmission from disbarment. First Assistant Counsel is expected to provide the ARB with cogent advice on the procedures governing readmission from disbarment, consistent with the newly established Court Rules. First Assistant Counsel will develop internal operating procedures, rules, and policies to ensure efficiency, consistency, and adherence to disciplinary case law. The selected candidate will also work closely with information technology experts to analyze the OBC's computer and information systems, to ensure that the technological needs of the attorney regulatory system and the Judiciary are being met.First Assistant Counsel must possess and demonstrate leadership and sound judgment, must lead by example, and remain prepared at all times to implement ARB policy and to direct the OBC staff should Chief Counsel be absent or unavailable. Furthermore, First Assistant Counsel must have the ability to oversee diverse responsibilities in the administration of the OBC, including but not limited to supervising, either directly or indirectly, other managing attorneys and staff attorneys as well as a number of technical, administrative, and support personnel. Note: Excellent legal research and legal writing skills are essential for success in this role.REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.Example of Duties
  • Interact and work closely with ARB Members, employees and managers of the Court, and managers from the OAE and the New Jersey Lawyers' Fund for Client Protection, developing practices and procedures to ensure that all entities within the attorney regulatory system analyze and apply policies as uniformly as possible related to post-disciplinary matters.
  • Oversee and draft advisory memoranda to the ARB Members pertaining to petitions for readmission and reinstatement.
  • Supervise staff attorneys, providing guidance on the appropriate recommendations to make to the ARB regarding readmission as well as other staff, including, but not limited to support staff assigned to docketing, monitoring R. 1:20-20 and conditions compliance, and readmission.
  • Oversee oral argument, evidentiary hearings, and drafting and transmittal of the ARB's decisions to the Court.
Regular and predictable physical presence at the worksite is an essential function of this position. QualificationsGraduation from an American Bar Association-approved law school and four years of managerial experience; seven years of responsibility in the practice of law as an attorney; and four years of supervision of professional staff.License: Attorney-at-Law with a plenary license in the State of New Jersey and having Supreme Court Good Standing Status of Active. Supplemental InformationDriver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.Special Note: Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the New Jersey First Act, all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
