Salary: $4,410 - $5,929 Monthly - The salary does not include an additional an on-site 24/7 facility 5% premium pay.

We're looking for a detail-oriented Fiscal Analyst 3 to join our team supporting the Emerging Adults Learning Program at Stafford Creek Correctional Center, Juvenile Rehabilitation residential facility. This position is crucial for the day-to-day functions of the institution to continue to provide a healthy safe environment for the youth.
The Opportunity:
This position will provide direct support to Institution Fiscal Analyst 4 and Institution Finance Coordinator. They will assist with Institutional assignments and reports, expenditure reports and forecasts for Fiscal Analyst 4. They will also provide monthly reports and accrual sheets for Institution Finance Coordinator while assuring compliance with fiscal policies and procedures issued by headquarters' budget team responsible for agency-wide support functions.
Some of what you will do:
* Assist Fiscal Analyst 4 in conducting the self-assessment; oversight and/or development of corrective action plans, monitoring of local offices for timely compliance and completion of plans, and coordination or conduct of internal control audits of local offices.
* Develops or recommends procedures to improve the workflow for processing payments to state agencies, other governments and outside entities.
* Ensure all desk manual procedures are up to date and accurate.
* Use initiative in handling and resolving difficult customers/clients, diffusing problematic/challenging situations over the telephone or in person.
* Lead fiscal related professional staff involved in accounting, budgeting, auditing, purchasing, or other fiscal review and analysis.
* Develop and maintain fiscal record keeping systems and spreadsheets, analyze for trends or problems and assist in resolution or corrective action.
* Communicate with customers in person, over the phone or in writing to identify needs, provide information, or direct customers to applicable resources.
* Evaluate and resolve complaints by identifying issues, researching and applying solutions, and informing customers of the course of action.
Required Qualifications:
* Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
AND
* One year of relevant professional experience in the field such as cashiering, accounts payable, accounts receivable, inventory/inventory control, procurement, accounting, reconciliation, bookkeeping, or budgeting.
OR
* Equivalent combination of education and/or experience totaling five (5) years.

* Knowledge of Washington State statewide financial systems, such as Agency Financial Reporting System (AFRS), Travel Expense and Management System (TEMS), Enterprise Reporting.
* Knowledge of Office of Financial Management (OFM State Administrative and Accounting Manual (SAAM), Chapter 10 and Chapter 70.
* Knowledge of Washington State accounting cycle.
