Duties and Responsibilities

The Florida Department of Health in St. Johns County (FDOH-SJC) is part of a statewide public health system.

This is an independent position responsible for accounts payable duties and vital statistics.

Performs accounts payable functions for FDOH-SJC to include but not limited to:

+ Manages invoices in My Florida Marketplace (MFMP) as an Exception Handler and an Invoice Manager. This includes resolving errors, Department of Financial Services (DFS) deletions, and DFS returns.

+ Manages/completes encumbered and unencumbered disbursements in appropriate system(s).

+ Completes appropriate processes for documentation scanning.

+ Monitors encumbrance balances and adjusts as necessary.

+ Processes requests for duplicate warrants and warrant cancellations.

+ Manages/completes disbursement adjustments and corrections and necessary journal transfers as needed or requested.

+ Ensures compliance with FDOH prompt payment compliance, accounts payable processing and cash handling policies and procedures including but not limited to DOHP 56-29-18 ( Payment Compliance.pdf) , IOP 56-23-17 ( Payable Voucher Processing and Maintenance.pdf) , DOHP 57-07-17 ( .

Serves as a Deputy Registrar in the Vital Statistics Office providing certifications of birth and death records. Provides support for lunch and leave coverage in the Vital Statistics Office as required. Ensures confidentiality and integrity of the Vital Statistics Office, datasets, and safety paper at all times.

Monitors and processes requests within the Vitalchek system.

Processes and submits vouchers and invoices appropriately. Processes voucher packets required for pre-audit and handles any problems/issues received from DFS.

Provides additional accounting support for the Finance and Accounting department.

Provides backup support for accounts receivable and for the processing of mail received in the Finance and Accounting department.

Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

+ Knowledge of Microsoft Office products and general accounting principles.

+ Skill in basic mathematics, customer service, utilizing computers, and organization.

+ Ability to learn and utilize computer software systems.

+ Ability to be detail oriented.

+ Ability to communicate effectively.

+ Ability to think critically and problem solve.

+ Ability to handle confidential information in a professional manner and maintain the information as such.

+ Within six months, have a proficiency in FDOH-SJC online accounting systems.

Qualifications:

Other job-related requirements for this position: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
