The City of Norfolk's Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. The Finance Unit within Administrations and Operations plays a pivotal role in the functioning of NDHS. Their responsibilities include:
* Processing Accounts Payable and Receivable: This involves managing the agency's debts and credits, ensuring timely payments and receipts.
* Managing Funding: They are responsible for overseeing the agency's financial resources, ensuring they are allocated and utilized efficiently.
* Reporting: They provide necessary financial reports to local, state, and federal officials as required by the Virginia Department of Social Services and the City of Norfolk.
The NDHS' Finance Unit is seeking to hire a Fiscal Monitoring Specialist II. This incumbent performs at a senior-level staff, owning various day-to-day operational tasks. This role stands as the lead position for all revenue and reconciling transactions, special welfare account posting, and managing claims for a variety of state programs. This incumbent also performs managerial tasks in the absence of the Fiscal Manager.
Departmental Hiring Salary Range: $54,601.00- $62,791.15
* Performs a full range of complex accounting work, to include administrating and managing the monthly VDSS, CSA (Children's Services Act) and other grant reimbursement process.
* Assists in the development, implementation, and monitoring of agency programs' budgets and coordinate monthly and mid-year programs' budget reviews and analysis.
* Prepares and reviews financial reports, posting transactions to ensure accuracy, resolving discrepancies, recording appropriate data and account reconciliations. This position is the lead position for keeping the internal control in the revenue cycle in compliance with the State and City regulations and reconciling with the various State systems.
* Reporting responsibilities include: analyzing trends, costs, financial commitments, and obligations incurred to predict future revenues and/or reimbursements.
* Prepares and provides information and/or documentation to outside auditors, federal/state/local government regulators, other agency stakeholders, as requested by management.
* Assists in the development of effective and efficient fiscal written processes, template forms, and procedures based on NDHS/City of Norfolk policies.
* Functions in a high-volume, demanding office environment and handles multiple priorities with ease while always maintaining professional rapport
* Performs related duties by training personnel on policies and procedures.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's Degree or equivalent.
Three years experience.
Preferred:
* Bachelor's Degree in Accounting, Business Administration, Finance, or other business-related field.
* Three (3) years or more experience as a lead accountant/fiscal specialist
* Preferred working knowledge of revenues, budgets, and monitoring expenditures; as well as experience determining the monetary requirements needed for the fiscal year.
* Must be proficient in using Microsoft Office programs, especially Excel and Word.
Work Schedule: Monday- Friday, 8:30AM-5PM
