December 2024POSITION ANNOUNCEMENT Fiscal Program ManagerGrade 27Full Time Salary: $98,692-$110,719The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking a qualified candidate to serve as a Fiscal Program Manager at the Office of Mental Health, Strategic Finance and Managed Care Group in Albany, New York. The Fiscal Program Manager will work closely with the OMH Adult Services Division, Bureau of Program and Policy Development, as well as other State agency partners at the Department of Health and Division of Budget, on the implementation, expansion, and ongoing oversight of Certified Behavioral Health Clinics (CCBHC) in New York State. CCBHCs are federally funded, specialized clinics that provide a comprehensive range of mental health and substance use services using a cost-based funding model with stringent requirements around timely access to behavioral health services, an integrated service continuum, and coordination of care.In addition to CCBHC, the Fiscal Program Manager may also be involved with fiscal management of other OMH program areas, such as Collaborative Care, integrated care, and workforce development.   • Demonstrated ability to develop and conduct oral and written presentations.
  • Ability to work as a part of a team, self-starter requiring minimal supervision and oversight.
  • Proven expertise in health care cost reporting, with an emphasis in behavioral health preferred.
  • Demonstrated ability to develop reimbursement rates, analyze cost reports and Medicaid data.
  • Demonstrated quantitative and analytical skills.
Job Duties and Responsibilities:
  • Function as a part of a multidisciplinary team in the oversight of CCBHCs in NYS.
  • Coordinate all aspects of CCBHC cost reporting and rate setting, including training on completion of CCBHC Cost Reports, desk review of cost reports, submission of Cost Reports to CMS, development of Medicaid rate packages including development of proposals, impact estimates and rate packages.
  • Provide technical assistance to providers to ensure the programs' ability to meet Federal CCBHC certification requirements including service delivery, organization change, workforce training, cultural diversity standards, data reporting, etc.
  • Act as the OMH liaison to the Centers for Medicare and Medicaid Services, other NYS agencies and other States with regard to the CCBHC program.
  • Assist in the coordination of all training for new and existing programs and implementation activities.
  • Manage contracted vendors providing supplemental cost report oversight, technical assistance and other services to the State as needed.
  • Function as part of a multidisciplinary team in the development of guidance and the implementation of other OMH programs as assigned.
Minimum Qualifications
  • A minimum of a bachelor's degree and three years of post-degree professional policy or relevant finance experience, preferably in behavioral health or other similar experience directly related to managing behavioral health programs. Must have experience with fiscal analyses.
Preferred Qualifications
  • A Master's degree in Public Administration, Public Policy, Finance, Accounting or a Mental Health or Substance Abuse related specialty is preferred and may be substituted for one year of the required experience.
