POSITION DUTIES

The main -purpose of this position is to manage, control, and report on all fiscal (budget and accounting) operations of the Western Correctional and North Branch Correctional Institutions in accordance with all applicable statutory and regulatory procedures. The position is required to advise the Managing Officers, who are responsible for assuring the institutional objectives are met while remaining within the authorized appropriations.Budget Preparation and ManagementResponsible for the formulation and preparation of the annual budget requests for the Maryland Correctional Pre-Release System. The request is prepared by analyzing past budgetary experience, current trends and information from the Department of Budget Management and the Department of Public Safety and Correctional Services, Office of the Secretary, and Finance/Budget Office. Responsible for the preparation of the monthly projections which are utilized in making and monitoring expenditure decisions. Information from meetings with the Warden (Managing Officer), Assistant Warden, and Department Heads are utilized. Department Heads are given expenditure information to monitor budgetary areas.Accounting and Inmate Accounts OperationsResponsible for the management and control of the overall operations of the fiscal office to include but not limited to:Inventory - ensures that records are adequately maintained to provide accurate reporting of physical inventories for materials and supplies and per DGS regulations.Inmate Accounts - ensures that inmate accounts are properly maintainedand reconciled in accordance with Department of Public Safety and Correctional Services regulations.Fixed Assets Management - ensures compliance with DGS and departmental objectives to provide accurate accountability, reconciliation, and reporting of information.

MINIMUM QUALIFICATIONS

Please read all requirements before applying.Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditExperience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.Notes:1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience working with the Financial Management Information System (FMIS) or similar financial management system to process accounting data.2. Two years of experience preparing annual budget requests and monthly budget projections and year-end closing documents.
