Position Number: 105580 Position Title (Classification Title): Fiscal Specialist 105580 Working Title: Fiscal Specialist Job Summary: Serves as the primary fiscal agent for the library, interacting with the University Finance and Administration, Procurement and Contracts, Controller's Office, and other business offices and other pertinent units concerning all matters related to budgets and orders for materials and goods. Ensures compliance with financial and fiscal procedures, policies and practices. Develops and updates financial reports for the Dean of Libraries. Works with the UWF Foundation for the management of libraries' funds. Department Library Admin FLSA: Non-Exempt Minimum Qualifications: A high school diploma and three years of appropriate experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience. Position Qualifications: Knowledge of accounting principles Basic math knowledge Proficient in Excel, Word, Google Workspace Preferred Qualifications Some college plus 4 years experience Familiar with state contract guidelines and PCard procedures Essential Functions / Job Duties:
- 45% - Ensures compliance of financial and fiscal procedures, policies, and practices for the University Libraries. Maintains accounting records for all funds allocated to the library, or available for use. Balances and reconciles all library accounts against actual invoices and Controller's reports. Creates and updates reports on library accounts. Prepares budget transfers to move money from one library account to another. Performs audit and projections on all library accounts to project potential shortfalls. Creates weekly, monthly and year end fiscal report for the Dean of Libraries. Analyzes budget projections for unusual expenditures and predicts current and next fiscal year's expenses. Plans new internal financial and fiscal procedures. Conducts informal audits on various library activities. - (Essential)
- 30% - Keeps track of all purchases such as books, subscriptions, memberships, licenses, office supplies, furniture and other miscellaneous items made by the library on multiple accounts. Purchases all items for the library's Central Supplies Inventory via University p-card or purchase order. Completes purchase requisitions for all items not purchased with the p-card. Contacts vendors via phone, in person, or online, regarding orders placed, cancelled, being replaced, and/or being exchanged. Determines the best vendor with regard to expense, quality and service for library purchases. - (Essential)
- 20% - Approves invoices online for p-card system utilized by all library departments for purchasing materials. Prepares vendor invoices for payment by the University Controller's Office. Approves PCard purchases and reconciling monthly PCard transactions. - (Essential)
