Duties and Responsibilities
1. * Serves as Assistant Fiscal Officer for IFA Maui Division with a purchasing authority of $15,000 responsible for processing small purchases, payments, travel, other documents and accounts receivable and deposits.
2. Serves as source of support services in personnel management, financial management, procurement or other administrative areas providing advice to management and project personnel at many levels.
3. Performs project budget status reviews and analyses to communicate financial information to PIs and management personnel.
4. * Monitors receipt of time sensitive reports such as purchase card transaction logs. Reviews, analyzes and reconciles information reported.
5. Receives training relative to existing and updated policies and procedures in procurement, travel, online document processing and IFA recharge systems and trains lower level personnel.
6. Performs detailed and routine financial and administrative work including annual physical inventory of property.
7. * Discusses scientific and technical requirements of proposed programs with various PIs and senior staff and formulates itemized operating plans, budget narrative and supporting justification and documentation.
8. * Review expenditure transactions to ensure compliance with institutional policies/procedures including sponsors' contract/grant terms and conditions, limitations and restrictions.
9. * Certify availability of program funds for each transaction, authorize the issuance of purchase orders, travel requests and completion reports and AFPs.
10. Independently performs moderately complex administrative or financial assignments involving application of standard policies and regulations and generally accepted methods and practices.

Minimum Qualifications
1. Possession of a baccalaureate degree in Business Administration or Accounting and 1 year(s) of progressively responsible professional experience with responsibilities for Accounting or Business Administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Functional knowledge of principles, practices and techniques in the area of business administration or accounting demonstrated by knowledge, understanding and ability to apply concepts, terminology.
3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with business administration or accounting.
4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of business administration or accounting.
5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
7. Demonstrated ability to operate a personal computer and apply word processing software.
Desirable Qualifications
1. Experience working in a research or higher education institution.
