Fisheries Research Scientist IV

The Fisheries Scientist IV is primarily responsible for the development and management of specific research, construction and habitat implementation projects. This work involves developing, reviewing, and carrying out scopes of work for actions being implemented pursuant to the Yakama Nation's goal of recovery of their historic fishing, hunting and food gathering of natural resources. The work includes project planning and development, implementation, contract administration, and program management. The purpose of this position is to serve as the Research Monitoring and Evaluation (RME) Lead for programs within the YKFP. This is a leadership position responsible for planning, development, and administration of the RME programs in various watersheds of the Ceded area. The scientist leads the development of the program to plan, implement, monitor and evaluate the effectiveness of fisheries production/enhancement activities and processes necessary to perform the mission statement to support activities required by the Yakama Nation. In some cases, fish habitat, survival, productivity and reproductive success may be components of the work that the Fisheries Scientist IV will be required to model for planning and reporting purposes.
Examples of Work Performed:
Possess a thorough understanding of the salmonid species life histories within the watersheds of the Ceded areas where the Yakama Nation maintains co-management responsibilities.
Independently provide direction and technical leadership to internal (YN policy and technical persons) and external (NOAA, USFWS, States and other Tribes) stakeholders on policies and procedures related to the RME program in the Fish and Wildlife Program.
Provide scientific oversight, manage contracts, and direct activities for consultants for fish passage improvement projects, hatchery infrastructure development, and habitat improvement projects.
Serve as an expert representative for Yakama Nation in Endangered Species Act (ESA) consults with NMFS and USFWS, providing technical analysis to support proposed actions associated with RME of Yakama Nation implementation of biological opinions.
Analyze Yakama Nation programs, projects, activities, objectives and goals to ensure conformance with regulatory and contractual requirements.
Represent Yakama Nation Fisheries in various regional forums, such as Northwest Power and Conservation Council's Fish and Wildlife Program, and NMFS Regional Forum, as well as regional and national scientific conferences.
Knowledge, Skills and Abilities:
Knowledge of Yakama Nation Treaty Rights and governmental policies related to fisheries management.
Knowledge of scientific principles, theories, and methodologies to develop solution to complex problems.
Knowledge of analysis regarding biology, fish and wildlife needs, regional fish and wildlife policies, and interactions between these policies and the FCRPS.
Possess skill in effective oral communications and presentations.
Possess skill in scientific writing capabilities.
Ability to facilitate, process, and negotiate to resolve challenges and/or conflicts regarding Yakama Nation programs.
Minimum Requirements:
Bachelors of Science Degree in Fisheries Biology or related field.
A minimum of five years of experience that demonstrates that the applicant acquired knowledge and understanding of one or more of the following; biological sciences, agriculture, natural resource management.
Must have a thorough understanding of the life histories of the salmonid species native to the interior Columbia Basin.
Required to pass pre-employment drug test.
Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.
Enrolled Yakama Preference, but all qualified applicants are encouraged to apply.
Preferred Requirements:
Masters Degree in Fisheries Biology or related field.
