This position ensures all safety policies and procedures are followed.This position directs all staff activities of the Gila County Flood Control District, including permitting, enforcement, information, and coordination with State and Federal agencies. This role also coordinates the planning, installation, and maintenance of a network of rain, stream flow and weather gauges to detect potential flood threats.This position also administers the permitting and enforcement of the Gila County Drainage & Grading Ordinance. Essential Duties and ResponsibilitiesSUPERVISORY RESPONSIBILITIESRegularly assigns work to other employees and supervises related activities. - Performs and/or oversees the delegated duties of the Floodplain Administrator duties required by the Gila County Floodplain Management Ordinance, these duties include:
Reviews all Floodplain Use Permit Applications to determine that the permit requirements of the ordinance have been satisfied, the site is reasonably safe from flooding, and the proposed development does not adversely affect the flood carrying capacity of the regulatory floodplain where a floodway has not been designated. This includes a technical review of flood studies to determine reasonableness of computational methodology and results, and provides written communication to permit applicants of any requirements yet to be met.Determines base flood elevations required for permits by either interpolation between published flood elevation points, or by computation using hydraulic engineering methodologies.Issues Floodplain Use Permits for proposed development in floodplains and reviews Elevation Certificates to verify compliance with permit requirements, and performs associated record keeping in accordance with requirements of the National Flood Insurance Program.Educates the public regarding flood safety, floodplain regulations, flood hazard mapping, flood preparedness and floodplain permitting processes.Enforces the provisions of the ordinance for violations.Identifies and prioritizes flood mitigation projects, applies for grants where appropriate and reviews with the Board of Supervisors for consensus and funding.30%
- Administers and enforces the Gila County Grading & Drainage Ordinance:
Reviews and approves all grading and drainage permits.Provides engineering guidance, technical support, and training to construction project managers and other engineering staff regarding floodplain regulations and drainage issues.20%
- Reviews and approves floodplain studies submitted with Floodplain Use permits and provides documentation on why the proposed development does or does not comply with floodplain ordinance or engineering standards. During the permitting process, counsels with permit applicants as needed to advise them and assist them in understanding the requirements of the ordinance. When necessary, presents options to bring applicant's development concepts into compliance with the floodplain ordinance provisions, for applicant's consideration. This counseling is based on thorough knowledge of ordinance requirements, professional engineering expertise and experience, with the goal of minimizing property damage, injury and loss of life from flooding.

- Reviews rain gauge reliability and results. Contracts maintenance as necessary and adds or deletes gauges as appropriate.

- Coordinates with State and Federal agencies, compiling reports and participating in audits of floodplain management program.
- Drafts updates to the Gila County Floodplain Management Ordinance as needed to maintain compliance with State Statutes and Federal regulations pertaining to floodplain management.
- Coordinates with Federal Emergency Management Agency (FEMA) regarding flood studies and mapping.

- Liaises with other departments and government agencies regarding proposed developments in floodplains, planning and implementation of the flood threat monitoring system, and integration of hydrometeorological data into the statewide network.

- Performs hydrologic/hydraulic engineering calculations and analyzes effects of the forest fires on watercourses in burned watersheds when not available from other sources.
- Assists in planning new gauge installations to monitor precipitation over burned watersheds.
- Tracks and approves floodplain management supply and equipment orders.
- Drafts summary reports for managers and Elected Officials and presents to Gila County Board of Supervisors as appropriate.
- Performs hydrologic/hydraulic engineering calculations to support County design projects as requested.
