Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:
This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level based on their experience and education.
Required experience: A bachelor's or higher and two years of administrative or management experience with planning, directing, and coordinating the storage and distribution of food and related food distribution materials for an adult/child nutrition program, food bank, food distribution service, hospital, residential institution for adults or children, restaurant, hotel, or recreational complex. Juris Doctor, master's and higher-level degrees will substitute for one year of specialized experience.
Food Distribution Administrator level requirements:
* Food Distribution Administrator Trainee 1 (equated to SG-13): bachelor or higher degree.
* Food Distribution Administrator Trainee 2 (equated to SG-14): bachelor or higher degree and one year of specialized experience.
* Food Distribution Administrator 1, SG-18: bachelor or higher degree and two years of specialized experience.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 13 or above and eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.

Successful completion of a two-year traineeship leads to appointment as a Food Distribution Administrator 1, SG-18.
Duties Description Administer The Emergency Food Assistance Program (TEFAP) which provides low-income and other eligible participants with access to United States Department of Agriculture (USDA) foods.
* Ensure that program is following federal regulations 7 CFR 251, 250 and other associated regulations.
* Prepare and finalize procedures.
* Annually, calculate food banks' fair share amount. The method of calculating fair shares is approved by the USDA and cannot be changed without prior approval.
* Allocate state entitlement to food banks.
* Provide the TEFAP entitlement ordering catalog to food banks so food banks can order USDA foods for their recipient agencies.
* Approve food bank orders and submit them timely to the USDA.
* Ensure Bonus offers are sent to food banks promptly.
* Respond promptly to food bank and USDA communication.
* Annually, conduct a federally mandated physical inventory and facility review at each of the eight food banks.
* Conduct federally required TEFAP Administrative Review at a minimum of two food banks each year.
* Conduct federally mandated financial reviews of all eight food banks each year.
* Conduct, at minimum, 20 federally mandated recipient agency reviews.
* Distribute Administrative Funds to food banks.
* Represent the program by attending trainings, seminars, and conferences. Traveling to the destinations and representing New York State, OGS and OGS-FD gathering knowledge to apply to the Program and share with Program staff.
* Provide guidance and serve as a backup for TEFAP receipting.
* Audit the monthly TEFAP inventories once they have been completed by the TEFAP Program Aide each month. Ensure that food banks are utilizing USDA foods timely, prior to expiration dates and that food banks are not storing more than a six-month supply of USDA Food as per USDA regulations.
* Ensure that TEFAP-related expense reports prepared by OGS-FD staff are completed in a timely fashion.
* Ensure that necessary contract modification requests are sent to the USDA in a timely fashion and follow-up when necessary to ensure that the request is being processed.
* Create resources for the program including, but not limited to Excel spreadsheets, procedures, job aids Access Databases, memos, email templates, publications, and presentations.
* Facilitate a quarterly meeting for food banks to provide program updates and solicit feedback from food banks to improve program quality.
* Analyze program data gathered from WBSCM to answer questions about the program.
* Gather data and prepare responses for TEFAP related FOIL requests.
* Certify the quarterly administrative funding reports in the 'Food Programs Reporting System' (FPRS).
* Conduct and/or facilitate training for recipient agencies. Develop training where necessary.
* Assist with the creation, development and testing of the new USDA Foods Inventory Management System.
* Delegate tasks to achieve program objectives.
* Perform the full range of supervisory duties which will include mentoring and developing employees.
Operational Needs:
* Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required. Operation of a motor vehicle will be required.
* Flexibility to work in environments of fluctuating temperatures.
* Travel will be required.
Additional Comments *There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
