Job Description:

A Talascend client is seeking a seasoned Force Account Manager to join their team. This position is based on the East Coast - any location from Washington, D.C. to New York will be suitable.

About the Role:

In this role, you will play a critical part in major rail projects by developing and implementing track outage and force account staffing strategies. Your focus will be on ensuring safe and productive work windows for complex projects on or near live tracks. You will engage with a diverse group of stakeholders, including project owners, management teams, construction managers, contractors, and railroad safety personnel to coordinate efforts and resolve challenges.

Responsibilities:

  • Develop and manage track outage and force account staffing strategies for major rail projects.
  • Coordinate with project leaders and stakeholders to ensure safety and productivity.
  • Interact regularly with project owners, management teams, contractors, and railroad personnel.
  • Monitor and track outage and force account plans against actual performance.
  • Create solutions for scheduling and managing force account resources under complex conditions.

Qualifications:

  • Education: Bachelors Degree in Construction Management or a related engineering discipline preferred.
  • Experience: 10+ years of experience supporting major complex capital projects on live rail can be considered in lieu of a degree.
  • Railroad Experience: Extensive senior-level experience in maintenance of way, capital program delivery, and force account labor management.
  • Project Management: Proven experience in assisting with project phasing, sequencing, and work-task bundling to optimize work windows and resource use.

Required Skills:

  • Operating Rules: Qualified, previously qualified, or ability to re-qualify on the General Code of Operating Rules (GCOR) and/or the Northeast Operating Rules Advisory Committee (NORAC).
  • Safety Requirements: Ability to pass all Host Railroad safety requirements (RWP).
  • Railroad Knowledge: In-depth understanding of specific railroad operating rules, policies, and procedures for outage planning and force account management.
  • Site Characteristics: Ability to learn and teach others the railroad Physical Characteristics of each project site.
  • Collective Bargaining Agreements: Experience with or knowledge of applying/interpreting railroad collective bargaining agreements.
  • Communication: Strong verbal and written communication skills.
  • Performance Tracking: Proficient in monitoring, tracking, and recording outage and force account plans.
  • Collaboration: Effective in collaborating with diverse project stakeholders and finding solutions to daily challenges.
  • Problem-Solving: Ability to craft effective outage and force account solutions under challenging conditions, including tight schedules, budgets, and multiple operators.
