Salary : $43,950.40 Annually Location : Panama City, FL Job Type: Full- Time Job Number: 20241119 Department: Public Works Division: Lift Stations Opening Date: 11/19/2024 Salary: Salary/Hourly wages may be adjusted based upon experience within Step Plan Parameters. MAJOR FUNCTIONS The Foreman supervises crews and performs semi-skilled manual work performing maintenance, repairs and construction in the sanitary sewer lift stations. The Foreman performs rotational after hours on call and weekend call out duty with multiple other team members. This position functions as a working leader guiding the team daily from the field and mentoring and training team members with various skillsets. Work is performed under the leadership and general guidance of the Director of Public Works. This is an emergency essential position that requires performance of emergency actions to prepare, repair and recover the City before, during, and after any adverse storm events (hurricane, tornado, ice storm, flash flood, winter storm, severe thunderstorm, tropical storm, etc.) or other conditions (natural or manmade).   • Plans work assignments, including assuring sufficient staffing, tools, equipment, supplies and materials are available on site to complete the job.
  • Mentors, trains and enforces safety best practices, procedures and precautions.
  • Works from written work orders, oral instructions or from blueprints, layouts and sketches.
  • Investigates complaints and maintains cooperative, helpful and friendly customer service attitude with the general public.
  • Keeps time and material records and completes reports as needed.
  • Supervises and participates in maintenance and construction activities involving lift stations, sewer lines, backhoes, and light and medium duty trucks.
  • Prepares reports and communication as needed and requested to support the overall team.
  • Communicates in an effective, cooperative, professional and team focused manner with team members, other departments, leaders and the general public.
  • Completes multiple tasks at a time and maintains a high level of organization.
  • Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of the methods, practices, techniques, tools, materials and equipment needed to perform the required work.
  • Strong skills with all levels of hand tools.
  • Ability to perform and rapidly understand basic arithmetic skills including measurement, volume, flow and other commonly utilized skills within area.
  • Knowledge of the occupational hazards and safety precautions of the work.
  • Ability to layout and supervise the work of a group of semi-skilled team members.
  • Ability to read and work from blueprints, sketches and layouts.
  • Ability to understand and effectively communicate oral and written instructions in an understandable and effective manner.
  • Ability to keep records and complete reports.
  • Ability to utilize Microsoft Office products including Word, Excel and Outlook.
  • Physical strength and agility sufficient to work outdoors under variable weather conditions.
  • Ability to guide, instruct, teach and mentor others in successful completion of their duties.
  • Ability to work in confined spaces.
  • Ability to maintain and set proper maintenance of traffic controls.
  • Ability to operate large equipment requiring CDL maintenance.
  • Ability to effectively and safely navigate both on and off-road terrain.
  • Skilled in the operation of the equipment used to complete the job assignments, including industry specific, general hand and power tools.
MINIMUM QUALIFICATIONS
  • High school diploma or acceptable general equivalency.
  • Five (5) years experience in repair and maintenance of lift stations with supervisory experience preferred.
  • Possess or ability to obtain confined space training certificate within six (6) months.
  • Possess or ability to obtain intermediate maintenance of traffic (MOT) certificate within six (6) months.
  • Possess or ability to obtain Dataflow systems training certificate within six (6) months.
  • Valid driver's license.
  • Commercial driver's license (CDL) for operation of crane trucks and vac trucks.
A comparable amount of training or experience may be substituted for the minimum qualifications.
