Position Summary

The Forestry Division Business Services Specialist provides essential business services to Division leaders, managers, and staff, including the Division Administrator, Deputy Division Administrator, 3 Bureau Directors, 3 District Forestry Leaders, Policy Advisor, 7 DistrictArea Leaders, 20 Bureau Section Chiefs and Team Leaders, and 22 District Team Leaders. The position also provides consultation and support for leadership teams and a customer base of over 400 Division staff, as well as colleagues throughout the Department and key partner groups, including corresponding programs in the US Forest Service. This position works with leadership at the bureau, division, and department levels on the development, implementation, monitoring and evaluation of program?related issues ranging in scope from specific technical issues, systems / services operations to broad policy issues as it relates to Forestry business operational functions. This position works in conjunction with other critical positions such as the Policy Advisor, Division Effectiveness Section Chief and Business Services Director to provide focused systems / services, business operations governance coordination and management team support needed to effectively implement Division?wide projects and core business services.

Salary Information

Starting pay is $41.00 - $43.00 per hour ($85,382.00 - $89,440.00 annually).

This position is in Pay Schedule/Range 81-03. A 12-month probation period may be required.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

Job Details

Probation: A 12-month probationary period may be required.

Remote Work: Based on an assessment of the goals and work activities, this position may be eligible for remote work. Remote work approval is based on individual circumstances and is subject to supervisor approval and DNR remote work policies. Approval is subject to change without notice based on business needs. Employees with approved remote work arrangements are generally expected to work within the state of Wisconsin.

Physical/ Environmental Factors: Physical requirements include talking in front of groups, sitting for long periods of time, listening, and recording notes for long periods of time, lifting, and carrying 5 to 30 lbs. Environmental factors include working indoors in an office setting and independently traveling to offices around the state.

Driver License Requirement: The selected candidate must possess and maintain a valid driver's license throughout employment and meet the requirements of the State of Wisconsin Fleet Vehicle Policy. The candidate must be at least 18 years of age with 2 years driving experience. Candidates with three (3) or more moving violations and/or at-fault accidents in the past two (2) years, or who have an OWI/DUE violation within the past year are not eligible to drive state vehicles.

Travel: This position has statewide responsibilities, so routine statewide and overnight travel within the state and occasional national travel is required.

Qualifications

Required qualifications include experience in ALL the following criteria:

* Professional experience in a support role assessing and administering with business services/governance functions, such as:

* Human resources or organizational asset management (e.g., workforce tracking, organization chart maintenance, equipment distribution, inventory tracking, MOU/MOA/SLA management).

* Organizational decision tracking (e.g., documenting decisions, maintaining decision systems, and communicating outcomes to an organization),

* Developing policies, processes, and/or standard operating procedure

* Supporting a team's operations (e.g., agenda setting, minutes, assignment tracking, etc.).

* Professional experience in a project management role working with multiple stakeholders (e.g. staff, senior leadership, external partners).

Preferred Qualifications Include:

* Professional experience leading business services/governance functions, such as:

* Human resources or organizational asset management (e.g., workforce tracking, organization chart maintenance, equipment distribution, inventory tracking, MOU/MOA/SLA management).

* Organizational decision tracking (e.g., documenting decisions, maintaining decision systems, and communicating outcomes to an organization),

* Developing policies, processes, and/or standard operating procedure

* Project Management Professional Certification (PMPC), or Equivalent, OR experience leading a complex project. Project complexity can be defined by including at least two of the following items:

* geographically dispersed customer base of more than 150 individuals

* 5 or more stakeholders involved in the project

* multiple/iterative steps while maintaining existing operations

* project duration exceeding 6 months

* Professional experience developing products for review and approval (e.g. assessments, reports, issue briefs, presentations, white papers, etc.) for business system management).

* Experience with Wisconsin state agency business management systems (e.g. PeopleSoft, using HR Hiring, developing/editing SharePoint sites, etc.).

* Professional experience working with(in) a Forestry organization.
