POSITION NO: P10725

DIVISION: Florida Public Safety Institute (FPSI) - Financial Services

HIRING SALARY: $57,988 - $64,946 annually; salary calculations will start at the minimum.

HOURS: 8:00 A.M. - 5:00 P.M. Monday - Friday

MAJOR FUNCTION: The FPSI Accounting Manager is housed on the Florida Public Safety Institute, and reports to the Director of Financial Services. Manages fiscal operations including cash management, accounts receivables, and accounts payables for the public safety campus and the Public Safety Academy Housing, Inc. Ensures revenues and expenditures are properly recorded and makes corrections as needed. Reviews and evaluates the validity of accounts receivable and account payables. Monitors budgets for operational and auxiliary accounts. Communicates regularly with Directors to provide fiscal management of contracts and grants; notifies and prepares necessary contract amendments and budget revisions to prevent lapsed funds or disallowed costs, and identifies project over-runs. Supervises Financial Services personnel located at the campus.

* Manages, reviews and reconciles FPSI budgets. Communicates regularly with departments and Directors to provide fiscal management of contracts and grants; notifies and prepares necessary amendments and budget revisions to prevent lapsed funds or disallowed costs and identifies project over-runs; compiles data to create reports for budget analysis, budget summaries, budget positions and other fiscal reports. Coordinates with the FPSI Directors to analyze revenue and expenditure trends. Develop and maintain reports in Workday, providing support to management team in oversight of budgets.: Serves as the liaison for external and internal audits for the academy (excluding grants). Reviews internal controls and operating procedures within the fiscal area of the department. Audits inventory of academy store.

* Ensures revenues and expenditures are properly recorded and makes corrections as needed. Reviews and evaluates the validity of accounts receivable and account payables. Coordinates the efforts of administrative services and functions of assigned accounts. Approves (or confirms the availability, allowability and appropriateness of) activities and expenditures in accordance with federal, state, institutional and/or other agency guidelines, cost principles and cost accounting standards.

* Serves as a liaison between departments, functions and groups within the College including Student Financial Services. Also serves as a liaison between the College, Federal, State and Private agencies. Coordinates with Financial Aid for accuracy of financial aid or Veteran's aid for FPSI students. Maintains related student sponsor contracts. Coordinates and communicates additional needs and requirements of the Financial Aid office.

* Reviews internal controls and operating procedures. Audits inventory of academy store. Promotes College compliance with federal and state law and regulations by maintaining a current working knowledge of federal and state regulations relevant to financial operations. Reviews contracts and sponsored program award documents for restricted programs and activities. Assesses needs and helps resolve issues related to the accounts receivable, accounts payable, and travel. Develops plans to address specific circumstances (0-1 year in duration) including corrective actions and best practices.

* Serves as financial officer for the Public Safety Academy Housing, Inc.

MINIMUM TRAINING AND EXPERIENCE: Bachelor's degree in accounting, financial management or a related field and four (4) years of experience in accounting, budgeting, financial management or a related area, one (1) year of which must have been in a supervisory capacity. A Master's degree in a related field may substitute for one year of the required work experience; however, it will not substitute for supervisory experience.

Ability to manage, plan, organize, coordinate and evaluate an accounting area. Ability to prepare financial statements and reports. Knowledge of mainframe applications. spreadsheets, and work processing. Ability to work independently. Ability to make independent judgments. Ability to handle multiple priorities and tasks which are complex in nature. Ability to evaluate and recommend changes in policies, rules, and regulations. Ability to communicate effectively orally and in writing.
