- Primary resource and lead for (CIP) third party funding opportunities; point of contact for agreement negotiation, facilitation, and completion between internal and external stakeholders.
- Research and manage grant funding programs and execute reimbursement requests for all capital improvement projects.
- Responsible for reviewing, drafting, and mark-up of agreement language, resolution(s) and/or ordinances for capital improvement projects; collaborate with internal and external stakeholders, as appropriate.
- Serve as Project Manager(s) backup for agreement presentations to Public Utilities Board (PUB) and/City Council for approval.
- Serve as Management Analyst backup for agenda coordination and staff support for Mobility Committee.
- Coordinate with internal stakeholders regarding grant-funded project application submittals, establishing grant-funding accounts, and obtain appropriate documentation for reimbursement requests.
- Develop, implement, and maintain a meaningful reimbursement oversight and coordination to report on requests; maintain required documentation for funding programs.
- Prepare routine reimbursement reports, as directed.
- Routinely communicate with assigned Project Manager, finance department, and external stakeholders on status of agreements, grants funding application and/or grants funding reimbursement status.
- Review agreements and ensure all compliance requirements from external stakeholders are met.
- Meet with internal and external stakeholders to ensure timely review of agreements, ordinances and/or resolutions, and projects meet funding criteria, timeline, and budget; recommend corrective action for projects not meeting criteria.
- Develop and maintain standard operating procedures (SOPs) for reimbursement process and requirements for each external stakeholder.
- Provide administrative and management support for department and perform a variety of delegated research tasks and projects, documents findings, prepares reports, presentations, graphs, charts, and other materials, as requested.
- Utilize financial software programs in evaluation of data, as needed.

- Bachelor's Degree from an accredited college or university in Business, Public Administration, Finance, Accounting, Construction Management, or related field; and,
- Four (4) years' experience in administrative, analytical, or related field,

CONDITIONS OF EMPLOYMENT
- Must have and maintain a valid Class C Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class C driver's license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver's license check, criminal history background check and social security number verification.
- Must attend and successfully complete the City's Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business).
