Telework Information: • Up to 40% telework possible.Travel Requirements:• Up to 25% Travel possible.Additional Information: • Retiring or retired members of the Armed Forces to positions in any DoD Component during the 180 days immediately following retirement may only be made in accordance with DoDI 1402.01 and may require a waiver for appointment prior to the 180 days from official military retirement.This position has a typical 2024 salary range of $103,409 - $134,435 (includes locality).QUALIFICATIONS/REQUIREMENTS:The primary purpose of this position is to serve as an multidisciplinary Air Force Cost Engineer/Cost Consultant (hereafter referred to as Cost Engineer) in the development of Air Force strategic and installation infrastructure cost estimates and review of programming, design, and construction cost estimates; to act as the Contract Officer Representative for cost engineering support contracts as required to support the Air Force Cost Estimating Improvement Program (CEIP) and in support of the Air Force Reviewer/Approver mission.• U.S. Citizenship.• Must obtain and maintain an appropriate security clearance.• The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position in order to operate a rental vehicle.• May require travel away from the normal duty station on military and/or commercial aircraft to perform temporary duty assignments frequently.• May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.• The position requires detailed skills with computer literacy and manipulation of computer programs.• The employee must file an annual OGE Form 450, Confidential Disclosure Report.• The work requires the employee to access facilities which may require climbing or walking at construction sites or hard hat areas.• Must obtain certification from the Tri-Services Cost Engineering Certification as a certified cost engineer or certified cost consultant within twenty-four (24) months of hire.• This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).• Provides professional, technical cost engineering analysis and cost estimate development services to the Department of Defense, Secretary of the Air Force, Headquarters Air Force, AFIMSC and its Detachments, AFCEC and bases for Air Force infrastructure and facilities.• Serves as the expert for construction cost engineering related matters in their Area of Responsibility.• Prepares technical articles, guidance, training, and other official publications and forms of technical information transfer for the Air Force and develops and evaluates educational programs for personnel in the field pertaining to facility and infrastructure cost engineering.• Represents the Air Force on committees and technical working groups staying current on policy and technical developments.RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):• Extensive experience in the development of cost estimate work and knowledge of cost engineering regulations, guidance, practices, tools, and procedures covering the design, construction, maintenance, and operations of infrastructure and facilities with familiarity with various engineering disciplines (civil, mechanical, and electrical and architecture).• Knowledge of Tri-Service, other federal agency, and commercial cost engineering tools to ensure the best tool is used to meet the requirement.• Knowledge of standard contracting regulations, practices, and procedures.• Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions and skill in use of Microsoft Excel to analyze and solve cost engineering issues.• Knowledge of program planning and budgeting cycles, financial control and budget systems, and program management.• Skill in written and oral communications to disseminate guidance, letters, bulletins, etc., conduct briefings, and present issues and recommendations.• Ability to develop budgets and manage programs.• Ability to serve as a Contracting Officer's Representative.• Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions.OTHER REQUIREMENTS/SIGNIFICANT FACTS:For General Engineer (0801):Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.ORCombination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.For Architect (0808):Degree: Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.ORCombination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
