Salary : $106,978.07 - $111,906.66 Annually Location : Trumbull, CT Job Type: Full Time Job Number: 103 Department: Highway/Parks - Civil Service Opening Date: 10/28/2024 Closing Date: 11/15/2024 11:59 PM Eastern Description DESCRIPTION: Under the general direction of the Director of Public Works and/or the Director of Operations-Public Works is directly responsible for overseeing and managing the daily operations of the Highway Department, Fleet Maintenance and the Transfer Station. Examples of Duties GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:
- Supervise and direct staff of 40 or more employees including 5 Supervisors, 1 Office Manager, 1 Administrative Assistant and various types of labor.
- Plan, coordinate, and execute maintenance and repair of infrastructure (Roads, Roadsides, Buildings, Bridges, Drainage, etc.).
- Oversee the maintenance and management of Public Works vehicles, equipment, and supplies.
- Coordinate and direct Town sub-contractors.
- Manage budgets, including cost estimates, procurement, and invoice approval.
- Ensure compliance with local, state, and federal regulations including OSHA regulations.
- Coordinate with other departments and the public on projects and emergency responses.
- Oversee the use of the incident reporting and ticketing tool, Veoci, ensuring that all tickets are addressed and followed through until closed.
- Establish and maintain effective working relationships with employees and the public.
- Instruct and guide personnel in the proper methods and procedures to follow in performing their tasks.
- Oversee annual employee performance review process.
- Understand and apply Town policies as required.
- Develop and implement safety protocols and training programs.
- Provide metrics for goals and accomplishments to track departmental performance and ensure accountability.
- Report regularly to higher management and attend public meetings as required.
- Perform additional duties as assigned.
Qualifications REQUIRED QUALIFICATIONS:
- High school diploma or GED and (10) years of experience in Public Works or a related field, with at least (5) years in a supervisory role.
- Extensive knowledge of infrastructure maintenance, road construction, fleet maintenance, snow/ice control operations, and public safety protocols.
- Strong leadership, communication, and organization skills.
- Ability to generate and manage budgets including financial reporting.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Valid driver's license.
PREFERRED QUALIFICATIONS:
- Experience with emergency management and response.
- Experience with Solid Waste/Transfer station operations.
- Familiarity with VEOCI or similar incident reporting and ticketing tool.
- Advanced knowledge of public infrastructure systems and maintenance practices.
- Experience in developing and analyzing performance metrics.
- Experience in Labor Relations and contract negotiations.
- Certification in Public Works management or a related field (optional)
- CDL license.
PHYSICAL REQUIREMENTS:
- Ability to work in all weather conditions, lift heavy objects, and proficient in operating machinery.
- Available to be On Call for emergencies.
SUPERVISION RECEIVED: Works under the direction of the Director of Public Works and Director of Operations-PW. The weight of the examination will be 30% experience and training and 70% oral examination.
