GENERAL DESCRIPTION: Under administrative direction from the Board of Water Commissioners, the General Manager is responsible for Department operations including administration, fiscal finances, operations, engineering, public relations, personnel, and general affairs of the Department; represents the Board's policies and programs with employees, community organizations, and the general public; reviews budget requests and makes recommendations to the Board on final expenditure levels; responsible for employer-employee relations; and to do related work as required.

REQUIREMENTS:
Education and Experience: Four-year degree in engineering, public administration, business administration, or related field OR any equivalent combination of training and experience that provides the required skills, knowledge, and abilities. Proven ability to manage financial assets and human resources. Five to eight years of progressively responsible participation as part of a utility management team.
Licenses: Possess or obtain within three years of hire a State of Maine operator license for a Class IV Water Treatment System and a Class IV Distribution System. Valid State of Maine Driver's License, free from violations.
Skills and Knowledge: Ability to project a positive public image and to make effective presentations. Ability to effectively communicate verbally and in writing. Detailed knowledge of Environmental Protection Agency, Safe Drinking Water Act, and Maine Division of Environmental Health laws and regulations.
Must live within thirty minutes of the Lisbon Water Department Office.
WORK ENVIRONMENT:
Work location: 639 Lisbon St., Lisbon Falls, ME. Performs majority of duties in an office setting but is periodically exposed to varying weather conditions and construction equipment when performing fieldwork.
ADDITIONAL JOB REQUIREMENTS:
Ability to legally operate assigned Department vehicles; work in accordance with the Department's safety program; respond to emergencies at all hours and in all weather conditions; ability to lift 50 lbs.; and communicate with co-workers, vendors, and members of the public in a courteous and effective manner.
