Please note that this position has been designated as a “Policy Maker” pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics. Summary This position is accountable for directing and overseeing all Quality Control/Quality Assurance and Calibration activities in the M of E Dept., Technical Field Support for both Diesel and MU fleets, and investigations of any equipment-related incidents.Responsibilities: Responsibilities may include but are not limited to: Develop, implement, and actively manage a comprehensive Quality Plan for the M of E Department, which includes all aspects of QC / QA and calibration to support and enhance the M of E Enterprise Asset Management (EAM) initiatives. This includes Quality Control Procedures, Equipment Calibration, Quality Inspections, Surveys, Equipment/Product testing, and compliance with applicable APTA, FRA, FTA, and AAR regulatory requirements.Direct and oversee all of the activities of Supervisors of Equipment in the technical support group and ensure cooperation and collaboration with shop and field forces. This includes the operation of test trains, failure analysis, troubleshooting, and support for software updates.Direct, oversee, and represent the department in all rolling stock-related investigations including derailments, injuries, and significant equipment failures.Oversee coordination of testing, acceptance, and modification programs for new rolling stock. Develop, implement, and manage a Quality Assurance program for procured materials and services for the M of E Department; including generation of TSOWs, BPOs, and project oversight of third-party contracts for services [i.e.: temperature surveys, calibration services, etc.] and failure analysis/ corrective action for non-compliances. Coordinate P&L and Incoming Inspection Activities along with dispositioning of non-conforming material with EE to facilitate M of E needs and schedules.Support all internal auditing of regulatory and technical practices, policies, and record-keeping to ensure continued compliance with industry requirements and audits.Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review direct reports and approve performance appraisals. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.Perform other assignments as requested by Senior Management.Qualifications Bachelor's degree in Mechanical/Industrial Engineering/ Business Management or related field of study. 12 years of directly related, progressively responsible managerial-level experience with a focus on Inspection, Testing, Regulatory Compliance / Auditing, Calibration, etc. may be considered in place of a degree, subject to approval.Must have 10 or more years of experience in recent, progressively responsible management of Quality Control, Quality Assurance, maintenance, inspection, testing, and/or investigations in a railroad environment or demonstrate equivalent. Must possess experience managing a staff with diverse technical backgrounds (preferably both union and management employees) and responsibility towards a department budget. Must possess an in-depth knowledge of rolling stock equipment and related components coupled with an extensive theoretical and practical knowledge of Quality Control principles and their application to the various systems used on the fleet.Must possess expertise in developing policies, procedures, technical documents, specifications, and guidelines. Must possess experience with the practical application of Quality Systems and Standards to rolling stock testing and inspection including techniques of Quality Assurance (QA), Quality Control (QC), and Continuous Quality Improvement. Must possess knowledge of applicable FRA (Federal Railroad Administration), APTA (American Public Transportation Authority), and AAR (American Association of Railroads) regulatory and compliance requirements.Must possess the ability to integrate technical knowledge with practical application to facilitate problem-solving and reporting.Must possess a broad knowledge of rail operations, including Rail Road policies, procedures, and documentation, with sensitivity to customer needs, and sensitivity to potential impacts of QA reporting on political/public perceptions. Must possess strong communication skills, including oral, written, presentation, and computer skills. Must possess a high degree of professionalism, integrity, leadership, interpersonal and judgment skills. Must be a competent, seasoned leader who will develop the capacities of staff and develop positive working relationships with other departments and peers. ORAdditional or advanced degree in an engineering or management discipline.Knowledge of MTA organization.Experience with State and agency audits and investigations.Detailed knowledge of LIRR rolling stock, operations, facilities, rules, policies, and practices.Extensive knowledge of LIRR labor agreements.Formal training and/or certifications from ASQ, IEEE, or other professional societies.Other Information In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview.
