Position: General Plant Manager Division:Tribal AffairsDepartment:Buffalo Reports To:Deputy Director Tribal Affairs Location: Niobrara, Norfolk, or Sioux City Exempt/Non-Exempt:ExemptSalary:Grade 14 ($74,949.82 - $109,246.67)Classification:Full Time (Grant Funded)Summary:The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational and cultural services.This individual will assist in the construction and implementation of a modular indigenous animal processing facility. Once the facility is fully operational, the individual will be responsible for managing and directing all aspects of the facility, and strategic planning to increase production, ensure operational effectiveness, safety, quality, and financial performance. This position requires an essential understanding and control of the production process, safety, maintenance, shipping & receiving, sanitation, quality assurance, accounting, human resources, and material management.This position is a grant funded position. It will be the positions responsibility to generate a positive cash flow to ensure sustainability and continued operation of the facility past the grant period of performance. Essential Responsibilities and Duties:
Develop and maintain food and employee safety standards ensuring compliance programs are implemented. Accountable for all internal and external operating and regulatory procedures on employee and food safety. Establish and deploy operational priorities for a single facility. Lead, direct, and control capital and operating budgets for a single plant with moderate complexity to achieve financial performance objectives set by business. Perform product evaluations on a variety of animal products, from shipments, customer returns, product withdrawals, and recoveriesAssist with Internal Audits and Cross Functional AuditsLead sales and distribution of products Develop standards that meet or exceed USDA standards, achieving USDA certification for the facility. Interact with regulatory officials, customers, and team members for product showings plant tours and audits and visits to other storage facilitiesOther duties include performing research and development activities conducting and promoting food safety food defense sanitation training and education to Team Members and performing other responsibilities as the need arisesRelationships and Authority:Will assume duties as assigned by the Deputy Director of Tribal Affairs and CEO of Tribal Affairs. Will be required to identify staffing needs, hire, train, and oversee assigned staffing. Working Environment and Physical Demands:This position has some administrative functions located in a professional office environment; however, the majority of the job duties will be performed within a processing facility. The employee must frequently lift and/or move up to 50lbs and occasionally more than 100lbs. While performing the duties of this job the employee will frequently be exposed to moving mechanical parts, extreme temperatures, and may be exposed to outside weather conditions. The employee will occasionally be required to drive through rough terrain. Physical strength and dexterity are required in order to perform the requirements of this position. Qualifications:Minimum:Bachelor's degree in business, agriculture, or another related field. Three years of industry experience within meat processing, food manufacturing, or working with consumer safety inspections. Computer proficiency in Microsoft Word, Excel, and manufacturing/production inventory softwareMust possess excellent written and oral communication skills.Must successfully pass drug and alcohol testing, education, character, and criminal background checks.Able and willing to travel.Preferred:Master's degree in business, finance or another related field. One year of progressive leadership experience overseeing a processing facility. One year experience working with Native Americans or Native American organizations. Knowledge and understanding of Public Law 93-638: Indian Self-Determination Act, Tribal organizations and funding opportunities. Valid driver's license and be insurable by PTN motor vehicle insurance.Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe.
