Since every duty associated with this position may not be described herein, employees may be required to perform duties not explicitly spelled out in the job description but reasonably considered incidental in performing their duties as though they were written out in this job description.JOB SUMMARYThis pivotal role is responsible for providing technical support to the Superintendent in the supervision and operation of the division to ensure the efficient functioning of our water distribution and sewer collection systems.Serves as backup Operator in Responsible Charge (ORC) for the Water and Sewer Division.Provides technical support to field staff and other divisions in the Water Resources Department pertinent to the sewer collection and water distribution system.Responds to after-hours emergency situations.Assigns and supervises crews engaged in water and sewer maintenance, repair, and construction.Responds to customer complaints and concerns.Assists in coordinating utility locates. Â Monitors the use and availability of materials, parts, and supplies.Coordinates projects with vendors, contractors, and other agencies and departments.Compiles data to create reports.Serves as employee relations coordinator for the division.Monitors vehicle and equipment's overall status and condition; facilitates repair and maintenance.Prepares purchase orders for materials and equipment; monitors expenditures to ensure compliance with budgetary limits.Compiles data from Crew Supervisors for payroll preparation and processes leave requests.Prepares employee performance evaluations.Prepares letters, emails, and memoranda.Assists with filing documents, including invoices and billing statements.Performs other related duties as assigned.MINIMUM REQUIREMENTSKnowledge and level of competency commonly associated with completing a baccalaureate degree in a course of study related to the occupational field OR experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division to direct and coordinate work within the division, which is usually interpreted to require three to five years of related experience.Possession of or ability to readily obtain a valid Class B CDL driver's license issued by the State of North Carolina.Possession of or ability to readily obtain an appropriate N.C State Certification for water distribution and wastewater collection as required (Grade III Wastewater Collections and a Class B Water Distribution).KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of water distribution and collection systems.Knowledge of applicable standards and specifications.Knowledge of design and specifications for water and sewer construction.Knowledge of electrical repair, mechanical repair, pump hydraulics, pipe fitting, sewer system cleaning, water meter installation, and fire hydrant operations.Knowledge of repairing and maintaining water distribution, collection systems, and related components.Knowledge of job-related equipment and tools.Knowledge of environmental and public health regulations governing public water supply, wastewater treatment, and industrial waste treatment.Skill in the supervision of personnel.Skill in analyzing problems and identifying solutions.Skill in preparing clear and accurate reports.Skill in establishing cooperative and productive working relationships.Skill in setting priorities for competing projects.Skill in performing mathematical calculations.Skill in interpersonal relations.Skills in oral and written communication.SUPERVISORY CONTROLSThe Water and Sewer Superintendent assigns work regarding division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.GUIDELINESGuidelines include state and federal regulations governing water and wastewater systems, work zone safety standards, City personnel policies, and construction specifications for utilities. These guidelines require judgment, selection, and interpretation in application.COMPLEXITYThe work comprises varied supervisory, administrative, and technical construction duties. Unexpected events and inclement weather contribute to the complexity of the work.SCOPE AND EFFECTThe purpose of this position is to oversee the Water and Sewer Division's day-to-day construction and repair operations. Success in this position results in providing customers with a safe and reliable water supply and a safe and reliable conveyance of sewers to the wastewater treatment plant in compliance with local, state, and federal regulations.PERSONAL CONTACTSContacts are typically with other City personnel, contractors, vendors, regulatory agents, representatives of other utility providers, and members of the general public.PURPOSE OF CONTACTSContacts typically give or exchange information, resolve problems, provide services, motivate and influence people, and justify or settle matters.PHYSICAL DEMANDSThe work is typically performed while sitting at a desk or table or intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, and uses tools or equipment requiring high skill.WORK ENVIRONMENTThe work is typically performed in an office and outdoors. The employee is exposed to dust, dirt, grease, contagious diseases, irritating chemicals, and occasional cold or inclement weather.
