The primary purpose of this position is to serve as a Supply Stock Fund Specialist for all assigned base level supply Stock Record Account Numbers. Provide the Air Force Working Capital Fund, General Support Division, Stock Fund obligation funding authority for base supply retail requirements. Act as an AF Supply Stock Fund liaison to Defense Finance Accounting System. Responsibilities Serves as a Supply Stock Fund Specialist. Responsible for managing approved Annual Operating Budget (AOB) of Air Force Working Capital Fund (AFWCF), General Support Division (GSD) operating supply Stock Fund authority. Evaluate performance of assigned base supply SRANs GSD Supply Stock Fund operating programs and individual base-level Supply Stock Fund accounts for adequacy, efficiency and need for improvement. Performs GSD Supply Stock Fund budget formulation for annual/multi-year estimates for assigned Supply SRANs into a consolidated Budget Estimate Submission. Provides total quality service. Effectively advises management on trends, obligations, credit returns, gross sales, commitments, adjustments to targets, funding shortfalls, issues and concerns, and status of accounts. Positions filled through this announcement, MAY convert to the AcqDemo equivalency once the full performance grade is reached. This is a developmental position GS-07 target 11 and may be filled at the GS-7, GS-9, or GS-11 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE FOR THE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Specialized experience includes assisting with preparing briefings and recommendations, analysis of programs and problems associated with supply systems; participating in planning, projects, studies, and reports; performing research; applying, and adapting guidelines, concepts, procedures and techniques of supply; analyzing routine problems and resolving issues, and recurring assignments. OR EDUCATION: One full year of graduate level education or Superior Academic Achievement OR COMBINATION OF EXPERIENCE AND EDUCATION: May be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. SPECIALIZED EXPERIENCE FOR THE GS-09 GRADE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Specialized experience includes conducting reviews, evaluating, and improving the effectiveness of supply programs and operations; performing special assignments, reports, projects, briefings and analysis; participating in planning and conducting studies, researching material and analyzing data to assess impact towards supply program operations; applying and interpreting principles, concepts, instructions, policies, and guidelines to resolve issues and providing recommendations related to supply management. OR EDUCATION: Master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience as described above in GS-09 experience; and education more than one year of graduate level education (In excess of the first 36 semester hours (i.e beyond the second year) which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. SPECIALIZED EXPERIENCE FOR THE GS-11 GRADE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience includes conducting reviews, evaluating, and improving the effectiveness of supply stock fund programs and accounting systems; planning, presenting, and performing general supply stock fund budget and annual operating budget; analyzing problems, supply transactions and trends impacting stock funds; compiling data and interpreting supply requirements; providing recommendations related to stock fund budget process; applying principles, concepts and theories of supply stock fund management. OR EDUCATION: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience as described above in GS-11 experience; education and have less than 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent, or LL.M., in related field. To qualify for this position the computed percentage of the requirements must equal 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply laws, regulations, policies, procedures, techniques, methods and the supply system. 2. Knowledge of the mission, roles, functions, organizational structures and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the supply stock fund management process. 3. Ability to communicate effectively, both orally and in writing. 4. Knowledge of GSD stock fund budget process and applicable policies to formulate budget for assigned SRANs. Also understand the supply stock fund financial reports generated and used by base-level SMAG liaisons and resource advisors. 5. Knowledge of computer system capabilities. 6. Ability to recognize and analyze problems, conduct research, analyzes results and make appropriate recommendations. Ability to stratify GSD stock fund authority against approved programs; to plan, present, and execute GSD stock fund budgets; to analyze GSD stock fund budget impacts on programs and to forecast long-term GSD stock fund funding requirements. WORK ENVIRONMENT: The work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
