The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.
Human Resources Solutions (HRS) is recruiting to fill one (1) Principal Administrative Associate II to function as a General Timekeeping Supervisor, who will:
- Supervise a group of Timekeepers who are performing timekeeping activities ensuring time and leave records are processed timely and accurately in accordance with agency and citywide policies and procedures and ensuring all DSS/HRA/DHS staff requests are handled.
- Train timekeeping staff on the day-to-day operations of the Unit including reviewing, analyzing, and processing time and leave transactions in accordance with PMS, RMDS, CHRMS, and in house ad-hoc reports, and DCAS, Citywide, MPOs and DSS/HRA/DHS policies meeting strict deadlines to generate accurate pay.
- Perform consistent and ongoing review and analysis of daily input reports (e.g., Timesheet [ETR] Status Report and Accepted/Rejected Transactions Report, Anticipatory Week Reports, Leave Without Pay Reports, Adjusted Timesheets Reports, Commissioner's checks Report, etc.).
- Ensure adequate coverage of timekeeping operations, in area of assigned responsibility, monitoring and maintaining controls on subordinates attendance; alerting and advising the General Timekeeping Manager of unplanned absences of subordinates which require administrative actions, or assignment of work to other timekeepers.
- Review work products of subordinates, approving documents as required, by examining records and transactions made by the Timekeepers. Monitor and review documents and reports, certifying conformity to timekeeping data entry procedures. Evaluate the job performance of subordinates and the timely preparation of performance evaluation ratings, as needed.
- Establish and maintain professional relationships with designated RC Personnel, interacting to alleviate existing problem or prevent potential problems as related to timekeeping matters, for assigned area of responsibility. Identify system problems and training needs as well as providing first line training.
- Conduct and participate in staff meetings, facilitating agenda and encouraging relevant discussion to convey and obtain information, new developments, or changes in timekeeping. Draft memos and other correspondence as required.
- Prepare periodic status, activity and/or other management reports, as required.

Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 , 2 , or 3 above. However, all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
