Job Description:

Global Systems Engineering (GSE)is a HUBZone small business that supports the federal government with a variety of high-end technical and engineering services. GSE is currently seeking a Senior GIS Analyst to join the Defense Threat Reduction Agency (DTRA) Technical Reachback team in Fort Belvoir, Virginia. This position working with US government agencies and the military services, with an emphasis on the Department of Defense, Combatant Commands (COCOMs), the Department of Homeland Security National Geospatial-Intelligence Agency, and the Intelligence Community (IC) at large. In addition, duties require working with the Federal Emergency Management Agency and the Department of Health and Human Services.

To be qualified, the candidate MUST be a US citizen and possess active Secret Clearance with the ability to receive a Top Secret Clearance with SCI access.

This position requires extensive subject matter expertise as a GIS specialist, a solid background in basic sciences and fundamental understanding of risk assessment and emergency management in general. This position is on site at Fort Belvoir, VA and requires shift work, shifts can vary and expand over multiple days at a time.

This position includes approximately two months of initial training to orient the selected candidate and provide deep familiarization with Technical Reachback tools, techniques, products, and personnel.

Tasks assigned to this position include:

  • Performance of complex engineering and scientific geospatial analyses and studies.
  • Preparation of scientific reports, technical support to software engineers, and performance of independent verification/validation of Chemical, Biological, Radiological, Nuclear, and (high) Explosives (CBRNE) effects models.
  • Manage ArcGIS licenses for Technical Reachback and other DTRA users.
  • Prepare imagery, ESRI story maps, and other geospatial products to support customer requests for information(s) (RFI), and research and development analysis task(s).
  • Coordinate and conduct training for the Technical Reachback team members and other DTRA staff member on Esri ArcGIS products. This training may take the form of individual assistance (Tier 1 helpdesk), scheduled training classes and/or virtual online training.
  • Experience using and interest in mastering python for enhancing and integrating geospatial workflows
  • Product Owner responsibilities for Esri ArcGIS Pro Add-In development lifecycles.
  • Coordination with Agency GIS colleagues for Reachback's immediate technical interests and support for strategic planning and advancement of geospatial technology
  • Maintenance and evolution of Geospatial Knowledge Management portal using Esri Enterprise applications including Sites, StoryMaps, Experiences and Survey 123.
  • Lead Reachback's efforts to leverage the agency's investment in Esri ArcGIS Enterprise to expand capabilities and product offerings

Qualifications:

  • Managerial skills required to manage Esri licenses and ArcGIS training
  • Ability to create presentations and deliver them to large audiences
  • Extensive knowledge of current ESRI products and ability to learn new capabilities for rapid implementation by the Technical Reachback team
  • Ability to interpret the GIS requirements of scientists and engineers working complex, multidiscipline CBRNE requirements
  • Extensive practical application experience with Adobe Acrobat Pro and the Microsoft Office suite, including Excel, PowerPoint, Word, Access and Visio
  • Basic IT systems administrator skills to manage Esri software on government servers
  • Familiarity with NGA data formats and access portals
  • Experience in the use or configuration of ETL (Extract, Transform and Load) techniques and API (Application Programming Interfaces) scripts, Esri Notebooks and ArcPy are a plus

Education and Experience:

  • Bachelor's degree in geography, GIS, or related field or ; Master's degree in GIS or other related fields is preferred
  • Minimum of five years' professional experience with Esri ArcGIS suite of software to include knowledge of ArcGIS Pro and Enterprise.
  • Experience with the Department of Defense or other operational emergency management agency is preferred but not required.
