Job DescriptionGENERAL DESCRIPTION:The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed. Under general direction, the Geospatial Systems Analyst plans and coordinates the utilization of Geographic Information Systems (GIS) for TDEM. This role works with TDEM staff and stakeholders in support of the State Operations Center's (SOC) operational readiness and response as well as achieving data analytics objectives and innovative GIS solutions across all divisions and functions of the agency.The Geospatial Systems Analyst is tasked with creating, managing, and optimizing geospatial data and GIS tools, fostering an informed decision-making process, and providing essential insights for emergency management leadership. This position leads efforts in map production, low-code application development, data reporting visualization design, multi-platform integration automation, and GIS environment administration, ensuring enterprise data integrity and system security. The role works in a capacity that demands agility to support incident activations, potentially requiring extended work hours during evenings, weekends, and at the SOC for disaster activation operations.This position reports to the Unit Chief, Plans.
*Salary is a fixed rate and is non-negotiableESSENTIAL JOB DUTIES & RESPONSIBILITIES:- Collect, analyze, and interpret geographic and non-spatial data from various sources.
- Manage and maintain enterprise file geodatabases.
- Utilize Esri GIS software suite to design and create meaningful maps and visualizations.
- Produce custom maps, reports, dashboards, mobile field data collection tools, and complex low-code web applications to support internal and external users of GIS.
- Work collaboratively with other departments to integrate geospatial data into existing data reporting processes.
- Prepare reports and present geospatial data analytics findings and tools.
- Communicate with internal and external clients to meet business objectives and needs.
- Administer accounts and content across agency platforms.
- Assist in maintenance of ArcGIS Enterprise servers.
- Ensure data security and cloud-based environment recovery.
- Manage assigned tasks and bring technical expertise to agency geospatial projects, ensuring timely delivery, adherence to scope, and accuracy of work.
- May manage GIS personnel during SOC activations and assigned contractors supporting geospatial projects.
- Provide technical support and training to agency staff and stakeholders on GIS-related processes and applications.
- Support various stakeholders, interact courteously with diverse stakeholders, and resolve issues or GIS systems alterations while maintaining quality control.
- Develop training materials, provide user training, and write technical specifications and support documentation.
- Produce time-sensitive products for emergency activations and support emergency management planning, training, and exercise activities.
- Face-to-face and person-to-person interactions are required.
- Maintains a regular course of attendance during authorized work schedule and work extended hours when needed.
- Ability to travel 25%.
- Performs related work as assigned.

MINIMUM QUALIFICATIONS:Education - Bachelor's degree in an applicable field from an accredited four-year college or university or an equivalent combination of education and experience.Experience - Minimum of two (2) years of progressively responsible experience in related field.Preferred Qualifications - Master's degree in Geography, GIS, Data Science, Computer Science or related field.*Additional work experience of the type described above may be substituted for the education requirement on a year- for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may also be substituted in lieu of work experience.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:- Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
- Knowledge of geospatial information management systems.
- Knowledge of basic concepts in enterprise file geodatabase maintenance.
- Proficiency in word processing and spreadsheet software.
- Strong analytical skills with the ability to interpret complex data and provide actionable insights.
- Ability to anticipate and identify issues and utilize strong problem-solving skills.
- Ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
- Ability to work independently and take initiative, self-managing tasks within a larger project and maintaining a focus on detail and accuracy.
- Skilled in designing, developing, and maintaining data insights visualizations.
- Strong understanding of database design principles and cartographic fundamentals related to geospatial data.
- Excellent verbal and written communication skills for effective collaboration and reporting.
- Excellent interpersonal skills to interact with a wide range of stakeholders, including staff, officials, contractors, and citizens with tact and diplomacy.
- Strong ability to analyze customer and stakeholder project requirements and provide technical expertise.
- Ability to adapt to new technologies and methodologies in the rapidly evolving field of geospatial systems.
- Ability to be organized, flexible, and effectively prioritize in a multi-demand and constantly changing environment.
- Must demonstrate an ability to responsibly handle sensitive and confidential information, and situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
- Availability for after-hours, holiday, overnight, and weekend work is required. Must have the ability to operate outside of normal working hours on a twelve (12) hour shift during activations of the State Operations Center with limited relief and for an extended duration.
- Must have availability for travel as needed by vehicle or other modes of transportation, low (25%).
- Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
REGISTRATION, CERTIFICATION OR LICENSURE:Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
