The Program provides necessary technical information, guidance, planning, and coordination for the development and proposal of climate-related greenhouse gas (GHG) emission reduction strategies and programs. In carrying out these duties, the Program also has the lead responsibility for identifying and engaging Disproportionately Impacted Communities around equity and environmental justice. This work is completed to ensure Colorado satisfies statutory, regulatory, policy, and programs as set forth by the state and federal Clean Air Acts and promulgated by the U.S. Environmental Protection Agency (EPA), the AQCC, and the State of Colorado. This Program also develops and maintains partnerships with EPA, the Colorado Energy Office (CEO), the Colorado Department of Transportation (CDOT), the Colorado Department of Natural Resources (CDNR), the Colorado Department of Agriculture (CDA), and other agencies, as well as with air quality planning agencies (including the Regional Air Quality Council).The GHG Inventory and Reporting Unit supports the Program, and other internal and external stakeholders, in responding to GHG and climate-change-related duties associated with HB19-1261, SB19-096, HB19-236, SB21-264, HB21-1266, SB23-198, HB24-1346, AQCC Regulations 22, 27, and 7, the Colorado Greenhouse Gas Pollution Reduction Roadmap, and any such future legislation, regulations, policies or programs. What you will be doingThe purpose of this position is to carry out its duties pursuant to 25-7-105(1)(e), C.R.S. in support of emission reduction goals and targets under 25-7-102(2)(g), C.R.S. Under the direction of the Unit supervisor, Unit Work Lead, Program director, and/or Division management, this position:
- develops and utilizes the necessary technical skills, analysis procedures, and knowledge of regulations and policies to participate in GHG emission reduction strategy development projects
- conducts necessary research on and technical analyses of GHG and co-pollutant emission sources and sinks, accounting methodologies and tools, offset registries and protocols, and emission reduction technologies and strategies.
- manages and leverages various datasets, databases, methods, and tools to model, compile, and analyze historical and future emissions and sinks under different scenarios, and to assess progress towards various GHG emission reduction goals.
- identifies data gaps and options for filling those gaps.
- produces memos, reports, technical support documents, and guidance documents for the regulated community, leadership, the legislature, and the public.
- coordinates and collaborates with other agencies, outside parties, and/or other stakeholders as needed to support or conduct outreach and engagement, continued learning, technical reviews, technical working groups, modeling efforts, and development of GHG and other co-pollutant emission reduction strategies and policies.
- aids in the development of rule proposals and supports rulemakings by advocating before the Air Quality Control Commission (AQCC) and other local, state, and federal decision-makers, including the EPA.
Job Duties:GHG Inventory Compilation and Report Development
- Contribute to the compilation, development, and continual improvement of the statewide GHG Inventory and other associated reports through assessment and analysis of available emissions and emissions-related data and models (including data reported to the EPA per 40 CFR Part 98 and the state per AQCC Regulations 22, 27 & 7), public engagement, and other related tasks.
- Consult with experts within the Division, other agencies, other states, federal agencies, NGOs, industry and trade groups, consultants, carbon registries, standards bodies, public stakeholders, etc., to access data, evaluate and establish GHG emission calculation methodologies and models, and estimate activity data, emission factors, and GHG emissions.
- Support research, review, and implementation of new or advanced models, tools, or other methodologies that may improve the scope, detail, or disaggregation of emissions estimates.
- Support the preparation of briefings, position papers, reports, and summaries of technical assessments for Division staff, management, AQCC, and these other agencies.
- Support the Unit supervisor, Work Lead, and team in preparation for presentations, briefings, reports, or other information sharing engagements to the AQCC or other commissions, internal and external working groups and stakeholders, etc.
- Investigate, analyze, and aid in developing carbon capture, removal, utilization, and storage (CCRUS) accounting standards, methods, protocols, and/or measurement, monitoring, reporting, and verification (MMRV) requirements.
- Other efforts pertaining to GHG inventories that may arise.
GHG Reporting Program and Data System Development & MaintenanceSupport the implementation, management, and further development of Colorado's GHG reporting program as established under AQCC Regulation Numbers 22, 27, and 7 - as applicable. This includes:
- Reporting requirements, methods, and the reporting platform. Data collection and database systems. Review, quality control, and verification of submitted data. Communication with, support for, and oversight of regulated entities. Compilation and presentation of data and insights drawn from reported data. Assessments of how reported data may be leveraged and whether additional reporting requirements are needed to fill data gaps. Research on new or different facility emissions estimation methodologies, including consideration of CCRUS protocols. Investigate and analyze the possibility of expanding the regulated community and/or reporting elements. Collaborate with other units, programs, or divisions to leverage other forms of non-GHG-reported emissions data collected from the broader regulated community to estimate GHG emissions from the non-regulated GHG-emitting community. Engaging with other reporting programs, including the federal GHG Reporting Program or other states or jurisdictions' programs, to share information and collaborate on methods, best practices, and other applicable topics.
- Provide the unit supervisor:
- Reasonably frequent updates on the status of report submissions during annual reporting seasons.
- Timely notification of and information pertaining to any noncompliance issues.
- Summary report(s) with key indicators, insights, information required by other units or programs, issues encountered and any actions taken or support needed, suggested improvements to the reporting program, or other relevant information as appropriate.
- Anything that may need advancing to upper management or the compliance and enforcement units or that is needed in the execution of the unit supervisor's duties.
- Support in preparation for presentations, briefings, reports, or other information-sharing engagements to the AQCC or other commissions, other programs or agencies, internal and external stakeholders, etc.
Leverage data collected via the reporting program to: - Inform GHG inventories.
- Monitor progress towards any statutory or regulatory goals.
- Support the needs of other units within the Climate Program, the Division, or other state agencies.
- Support the GHG Emissions Offsets and Credit Trading Unit by assessing the degree to which regulated facilities with compliance limits either under or over-comply in a given period, accounting for potential double counting and yielding the amount of GHG emission credits generated or needed.
- Assess life-cycle accounting of CCRUS projects to determine net emissions or reductions.
- Develop pertinent work products.
