This is a highly responsible position that performs evaluation functions for the Contract Disbursement Section and provides auditing and payment processing for advance and complex payments. Duties include, but are not limited to, the following:Meets regularly with the Health Financial Manager & Accounting Services Supervisor II in the Contract Disbursements Section to carryout routine evaluation efforts including:+ Samples payments completed by Contract Accountants in the month prior.+ Assess the accuracy of the sampled payments by following an established criterion.+ Prepare monthly report with sampled payments and any applicable findings.+ Provide evaluation findings to the Health Financial Manager and Accounting Services Supervisor II monthly by the established deadline.+ Manage and monitor the accounting program in place for County Health Department & Program Offices pharmaceutical orders.+ Audit and process weekly distributions to pharmaceutical vendor.+ Organize and track all invoices relating to the distributions.+ Provide guidance and support to the CHD's & program offices that are involved in pharmaceutical program.+ Ensure pharmaceutical program is in balance monthly from prepaid distributions versus actual costs.+ Update monthly reports within program file.+ Prepare weekly report for Health Financial Manager.+ Perform expanded audits on contractual payments that have been found through typical auditing to have repetitive or extensive issues.+ Prepare and submit a report to the Health Financial Manager for each contract reviewed.+ Assist the Accounting Supervisor II in conducting voucher approval by approving vouchers for a minimum of two Accountants per month.+ Audit and process contractual payments or special payments that have been deemed complex and require special handling.+ Process requests from Accountant's within the section to restore encumbrances and assist with outstanding recon items.+ Performs other duties and responsibilities as required.Required Knowledge, Skills, and Abilities:Strong technical skills in Microsoft Suite with a focus on Microsoft Excel used to create detailed and complex Spreadsheets (Ex: V-Lookup, Pivot Tables, Sorting, Filtering, etc.). Ability to manage and coordinate large volumes of data, research, and provide guidance to other areas on corrections as needed. Ability to work within fixed timeframes. Experience in FLAIR (State of Florida Accounting system) is strongly desired. Knowledge of Finance and/or Budget is preferred.Qualifications:A minimum of two years of professional experience related to finance, accounting, program reviews, or quality control of data.
