Our Construction/Restoration Client is seeking a Government Contract Strategist. The role will focus on researching new avenues of growth, maintaining, and enhancing the company's Government contracts, working across departments to utilize contracts where applicable, and representing the company's interests with Government Agencies and third-party consultants. This role will have a heavy research and compliance component, as well as, creating directional plans for usage and expansion of Government contracts. The Government Contracts Specialist will engage with Federal Agencies, Housing Authorities, Municipalities, State Agencies, Defense Contractors, and other Government Agencies and affiliates.

Primary Responsibilities:
- Oversee the entire lifecycle of government contracts, from initial bidding to contract closure. Ensure compliance with all regulatory requirements and adherence to contract terms and conditions.
- Proactively identify new opportunities for government contracts by researching government agencies' procurement needs, market trends, and upcoming projects. Analyze potential contract opportunities to assess feasibility and alignment with organizational goals.
- Develop and implement strategic plans to pursue and secure government contracts. Collaborate with internal stakeholders, such as sales, marketing, and finance teams, to align contract strategies with overall business objectives.
- Lead the preparation and submission of compelling proposals in response to government solicitations. Coordinate with subject matter experts to gather necessary information and ensure the proposal meets all requirements and deadlines.
- Engage in negotiations with government agencies to finalize contract terms and conditions. Foster positive relationships with key stakeholders, including government officials, subcontractors, and partners, to enhance business opportunities and maintain ongoing contract satisfaction.
- Identify potential risks associated with government contracts and develop strategies to mitigate them. Conduct thorough risk assessments and implement appropriate risk management measures to safeguard the organization's interests.
- Monitor contract performance metrics, such as budget adherence, schedule compliance, and deliverable quality. Implement corrective actions as needed to address any issues and ensure contractual obligations are met satisfactorily.
- Uphold the highest standards of ethics and compliance in all contract-related activities. Ensure adherence to applicable laws, regulations, and ethical guidelines governing government contracting.
- Maintain accurate and comprehensive records of all contract-related activities, including correspondence, approvals, and modifications. Generate regular reports to track contract performance and provide updates to senior management.
- Stay informed about changes in government regulations, policies, and procurement practices. Continuously seek opportunities to improve contract management processes and enhance the organization's competitiveness in the government contracting marketplace.
Qualifications:
- Bachelor's degree in business administration, finance, or a related field (Master's degree preferred).
- Proven experience in government contract management, including proposal development, negotiation, and performance monitoring. In-depth knowledge of government procurement regulations, such as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Strong analytical skills and strategic thinking abilities to assess contract opportunities and develop effective strategies.
- Excellent communication and interpersonal skills, with the ability to interact effectively with diverse stakeholders.
- Proficiency in contract management software and Microsoft Office Suite.
- Relevant certifications, such as Certified Federal Contracts Manager (CFCM) or Project Management Professional (PMP), are a plus.
