Chemonics seeks a Government Relations Advisor. As a key member of Chemonics' U.S. Government Business Line's Communications and Outreach team, the Advisor will lead government relations and industry outreach while also contributing to public discourse around critical issues in the global development sector. The ideal candidate will have connections and experience working with policymakers on Capitol Hill and D.C.-based think tanks. Reporting to the Senior Director for Communications and Outreach, the Advisor will work closely with senior leadership, communications, business development, investment and growth, compliance, and legal teams to develop and implement high-impact, integrated strategies that inform and educate key policymakers and industry leaders and tell the story of Chemonics' sustainable development work around the world. The Advisor will supervise a senior communications specialist to execute Chemonics' industry outreach activities, partnering not only with teams across the company but also with industry groups, nonprofit partners, think tanks, and policy influencers. The Advisor will provide real-time, strategic counsel to senior leaders, influence alignment with stakeholders and attend/support execution of a wide range of external events, earned media, influencer, and digital advertising strategies. This position requires exceptional judgment, creative problem solving, attention to detail, action orientation, and results focus. A zest for distilling complex issues into compelling stories and working with a wide variety of stakeholders on sensitive topics is required. This is a hybrid position based in Washington, D.C. that will require significant time attending in-person events, liaising with stakeholders on Capitol Hill, and networking with industry groups and partners. Responsibilities:
* Develop and lead an organization-wide congressional outreach strategy that effectively engages and informs members of Congress and staff about Chemonics' work.
* Build and maintain relationships with policymakers on Capitol Hill, with a special emphasis on the House and Senate Foreign Affairs Committees and within the executive branch.
* Identify, create, and assist with opportunities for Chemonics' staff to provide testimony, statements for the record, and other high-impact opportunities to create visibility among U.S. policymakers.
* Track and advise Chemonics' senior leadership and staff on ongoing and emerging dynamics on Capitol Hill and within the Administration.
* Stay abreast of evolving trends in the political, policy, and national media environment and apply insights to ongoing strategy and execution.
* Devise, recommend, and execute engagement strategies (in coordination with relevant Chemonics staff) to share our work with key stakeholders.
* Oversee distribution of Chemonics' thought leadership and impact stories to Capitol Hill and Administration audiences.
* Work with other team members to engage industry groups.
* Conceptualize, design and execute events that engage core audiences and advance strategic goals.
* Draft messaging and collateral materials on a range of different topics.
* Work seamlessly as part of a cross-functional team, in an open and collaborative environment.
* Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovating, and exceeding expectations.
* Represents Chemonics at external events and industry meetings.
* Supervise the senior communications specialist.
* Perform other duties and responsibilities as required.
Qualifications:
* Bachelor's degree in international relations, government, public policy, or related field is required
* At least 8 years of government experience or experience in public affairs or congressional relations required; senior-level Capitol Hill experience strongly preferred
* Extensive developed network of congressional and executive branch contacts
* Strong base of relationships with members and staff serving on congressional committees relevant to Chemonics' work strongly preferred
* Comprehensive understanding of Congressional rules, procedures, and operations
* Deep understanding of the nuances of the legislative process and a keen sense of the political environment
* Ability to build relationships and work with individuals across the political spectrum
* Ability to work collaboratively with a range of individuals with diverse interests, backgrounds, dispositions, and executive levels
* Leadership skills and ability to operate in a fast-paced environment and manage competing priorities
* Experience working with members of the media
* Experience designing, planning, and executing events
* Demonstrated leadership, versatility and integrity
* Excellent interpersonal skills; strong oral and written communication and diplomatic skills essential
* Willingness to travel and work abroad a minimum of 4-8 weeks per year;
* Fluent English required; proficiency in a second language applicable to Chemonics' work preferred
