The successful candidate leads the Government Relations Team and will interact with State elected and appointed officials and government agencies on behalf of Maryland Auto and its policyholders. The Government Relations Manager advocates for laws, regulations and policies that will enhance Maryland Auto Insurance's business plan and interests. In addition to the information contained in this position description, work standards are established by the department. The employee's performance is measured using these work standards.Major Responsibilities:
- Monitors legislation and policies that could have an effect on Maryland Auto or its policyholders. Organizational skills and responsibilities as to proposed legislation and policy initiatives includes but is not limited to providing regular updates to Maryland Auto leadership about relevant policy proposals and actions and works with Maryland Auto staff to analyze potential impacts to the organization and clients.
- Analyzes and interprets legislation and policy documents.
- Communicates and advocates Maryland Auto priorities to State elected officials.
- Builds and maintains professional relationships with elected officials, State agencies and staff.
- Collaborates with industry advocates, State agencies and the Governor's Legislative Office to discuss legislative activity.
- Develops a wide range of legislative materials including but not limited to written and oral testimony, reports, talking points, fiscal notes, factsheets, and letters.
- Testifies before legislative committees in support or opposition, aligning with the organizations interest on a particular topic.
- Assists with the development and implementation of legislation and special projects.
QualificationsQualificationsEducation and Experience Required:
- Minimum of 3-5 years of experience in government relations, public policy, legislative affairs, or lobbying, preferably within the Maryland state government or in a regulated industry.
- Demonstrated experience working with elected officials, government agencies, and advocacy groups to influence public policy and regulatory issues.
- Strong knowledge of the legislative process in Maryland and experience tracking, analyzing, and advocating for legislation at the state level.
- Proven track record of building and maintaining strategic relationships with lawmakers, regulators, and other key stakeholders.
- Experience drafting and presenting policy briefs, position papers, and testimony to legislative bodies or regulatory agencies.
- Experience in coalition building and stakeholder engagement, with the ability to communicate effectively with both internal and external audiences.
Other Required Knowledge/Skills/Abilities: Knowledge of:
- State legislative and executive processes. Maryland insurance laws, regulations, Bulletins and policies, especially regarding motor vehicle insurance.
Skills in:
- Excellent verbal and written communication skills.
- Attention to detail and strong follow through.
- Strong analytical and problem-solving skills.
- Working independently, as well as with teams.
- Ability to manage and prioritize numerous meetings, hearings, bill deadlines, fiscal note requests and legislative staff inquiries.
