General Description
The purpose of this job/class within the Finance office is to identify, define and develop funding sources to support planned and existing program activities. Leads the planning, writing and submission of grant proposals to applicable local, state and federal funding agencies for all departments of the City of Deltona. This job/class works independently, under limited supervision, reporting major activities through periodic meetings.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.
Essential Functions:
Research grant opportunities from government and non-government agencies, focus on the State agency notices of upcoming opportunities in applying for grants.
Research and identify new grant opportunities for grant funding for various departments within the city and city capital improvement programs.
Collect, analyze and report data on the performance of funded and unfunded program activities.
Assists and supports the various City departments in applying for and submitting grant proposals/applications.
Research and understand the history, structure, objectives, programs and financial needs of the City.
Generates proposals, applications and supporting documents in response to solicitations consistent with policies and procedures. Submits grant proposals to applicable agencies for approval.
Oversees and tracks all grant milestones including, but not limited to, proposals in development, submitted proposals, issued/cancelled proposals, deliverable deadlines, and communication and awards.
Serves as liaison to all funding agencies and departments within the organization.
Ensures compliance with state and federal regulations related to all grant processes.
Conducts meetings/interviews with relevant parties regarding grant opportunities.
Responds to internal external queries on drafted and submitted proposals.

Minimum Education and Experience Requirements
Bachelor's degree in planning, public administration, business administration, or related field, as well as 4+ years of experience in the public sector (local, county, state, federal); or an equivalent combination of education, training and experience. Experience writing publications or as a technical writer is a plus.
Special Certifications and Licenses
Requires a driver's license valid in the State of Florida.
Clearances
Successful completion of a criminal history background investigation is required prior to employment.
