The purpose of this classification is to assist County departments in identifying and securing state and federal grants and to ensure compliance with all grant requirements. Essential FunctionsAssist with the development and amendment of written Countywide procedures and guidance on internal grant administration; create and implement a standard tracking, monitoring, and reporting system for departmental grants administration; develop reports on Countywide oversight and monitoring for internal grant administration.Maintain a Countywide repository for grants administration; implement education/training for departments on the repository and other topics related to the grant administration process.Monitor financial status of County grant award; prepares and submits requests for reimbursements; monitors budget expenditures for grant compliance; maintains accurate and complete grant files; and performs grant related special projects and periodic program monitoring; coordinate with other departments on grant close-out procedures.Monitors program activities to ensure compliance with local, state, and federal grant programs: attends a variety of meetings to discuss activities, recommend solutions to problems with grant programs, progress towards goals and objectives, etc.; conducts on-site visits; prepares and submits field notes; reviews and monitors activity and progress reports; and initiates corrective action plans. to address observations. Works with Federal grants programs including CDBG, JAG, HOME and WIOA.Reviews and scores grant applications for local, state, and federal programs: receives, reviews and scores grant applications based on established criteria; submits scores; participates on review committees; makes funding recommendations; develops, revises, and updates grant application policies and procedures and instruction manual; and attends workshops on grant processes.Communicates with Purchasing to ensure compliance with County and regulatory policies and procedures as outlined by local, state, and federal law. Conducts research and analysis (white papers) on topics related to community development and economic development.Assists County staff and elected officials in preparation of grant applications and proposals: prepares grant applications in accordance regulations, policies, and procedures; interprets, explains, applies, and ensures compliance with guidelines of granting agents and with all applicable laws, ordinances, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations; submits grant applications, and quarterly and annual progress reports.Identifies and solicits grants from government sources to support the various programs of the County: researches various sources to identify grant funding opportunities; determines availability of grant funding; secures and reviews funding source documents; researches specific goals, purposes, conditions, restrictions, and qualifications for eligibility of each grant opportunity; gathers cost estimates to develop proposed budgets; and evaluates potential success of funding opportunities; and determines or recommends whether to apply for various grant programs.Coordinates agenda preparation and review: receives, reviews, writes, and edits agenda items to be presented to the Board of Commissioners (BOC); verifies accuracy and completeness of proposed agenda items; and reviews and submits items to appropriate personnel for approval and inclusion in BOC agenda.Performs other related duties as assigned.Minimum QualificationsBachelor's Degree in Finance, Accounting, Business Administration, Public Administration, or related field required; supplemented by three years of experience in grant development and administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Licenses and Certifications Must possess and maintain a valid Driver's License. Physical AbilitiesTasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
