Job Description:

The Grants Accountant will perform post-award grant processes by tracking grant income and expenditures. The Grants Accountant will input, audit, analyze, reconcile, interpret, and report grants and non-grant accounting and financial data in order to prepare financial reports or statements for management and external end users who rely on this reporting for review and decision. This position reports to and works under the direction of the Director of Accounting.

This is a full-time, non-classified position; it is exempt from FLSA regulations concerning overtime. Not all activities of this position occur within the confines of an 8:00-4:30 schedule and may require evening and weekend scheduling as needed. Base salary is $45,000 commensurate with education and experience. The weekly schedule for this position will be established between the supervisor and the employee and approved given the needs of the department and the institution. This position has been designated as Essential. This means that when WVSOM is faced with an institutional emergency, employees in such positions may be required to remain at their work location or to report to work to protect, recover and continue operations at WVSOM.

Education/Knowledge

Minimum Education Bachelor's Required Licenses/Certification

Education and Experience

* Successful candidate will have an earned Bachelor's Degree in Finance, Accounting, or related field

* Related Accounting and Finance Experience; One year preferred

* Maintaining and Reconciling Grants Preferred

* Computer Software Experience, including MS Office Suite and Databases Preferred

Position

A combination of recent and relevant education and experience may also be considered for this position.

* Strong oral and written communication skills necessary to explain complex guidelines to appropriate management/staff and to interact with regulatory agencies and auditors.

* Ability to establish and maintain effective relationships and deal tactfully with departments, organizational units, management and external agencies.

* Ability to read, understand, and interpret grant award documents/contracts to manage grant financial reporting requirements.

* Preferred knowledge of 2 CFR200 regulations.

* Knowledge of grants accounting and understanding grant award agreements to manage grant financial reporting requirements.

* Preferred knowledge of GAAP (Generally Accepted Accounting Principles) and preparation of governmental financial statements.

* Preferred knowledge of Governmental Accounting Standards Board standards (GASB) and Government Auditing Standards (GAS).

* Preferred knowledge of automated double entry accounting system and ability to logically problem solve issues within such system.

* Preferred knowledge of accounting entries in a Banner software system and ability to extract data for analysis.

* Knowledge of Microsoft Office products, such as Word and Excel.

* Ability to work independently on planning, organizing and setting priorities to accomplish the task at hand to meet required deadlines.

* Ability to perform various mathematical and financial calculations.

* Ability to problem-solve a variety of different scenarios.

* Analytical ability to understand, interpret and apply State, Institutional, and Federal policies and procedures.

* Preferred ability to understand the West Virginia Our Advanced Solution with Integrated Systems (WVOASIS) accounting system and the Banner ERP system.

* Demonstrated ability to draft accounting and processing procedures based on operational needs and institutional policies.

Duties and Responsibilities

Duties and Responsibilities

Under the supervision of the Director of Accounting:

* Analyze, interpret, and understand grant agreements, including grant budgets, invoicing (or drawdown of funds), and final reporting requirements.

* Coordinate with Principal Investigators (PI) to provide financial data support for grants.

* Prepare, file/upload invoices and financial or final grant reports providing backup documentation when requested.

* Work with Accountants/Director of Accounting/Director of Contracts for all fixed assets purchased with grants and/or contracts.

* May require contacting various federal, state, and private agencies as well as various WVSOM managers for discussions to solve financial issues that arise.

* Create various documents for Banner/OASIS entry such as budget, payroll, and other corrections.

* Work with multiple departments within WVSOM for external reporting requirements.

* Update procedures and narratives when needed.

* Maintain access to various websites required by the grants.

* Keep all grant documentation in BDMS

* Work alongside Office of Research and Sponsored Programs (ORSP) on post-award processes

* Maintain grants within OASIS as required by the State.

* Maintain grant information on WVSOM website as required by grantors.

* Maintain spreadsheets for each grant that spans over multiple fiscal years

* Report subawards on FSRS/Sams.gov website as necessary.

* Assist ORSP with policies and procedures for financial compliance with Federal and State Guidelines on Grants.

* Monitor the federal expenses/match to comply with federal audit requirements.

* Monitor payroll percentage for PI's.

* Access websites with grant applications as assigned by ORSP

* Run reports from the time and effort system and verify employees paid through grants match

* Maintain copies of all IM grant awards for ACCOM report

* Stay informed on all federal, state, and private regulations for grants by attending various conferences, webinars and/or classes.

Compile, analyze, and report WVSOM data for the following annual reports:

* SEFA (Schedule of Expenditures of Federal Awards);

* FARS Closing Books forms - provide information for FARS reports.

* HERD (NSF Higher Education Development Survey);

* AACOM report
