Classification Description Summary

SUMMARY: The Grants Analyst performs high-level professional work related to grant seeking, grant administration, and coordinating grant management activities on a departmental or Citywide basis; researches and develops grant-funding sources; provides technical assistance and training in grant writing, preparation, and management; develops and implements administrative procedures and controls for grant application process; facilitates interdepartmental c5oordination and communication on multi-departmental grant projects; and reports grant activity and progress to Department and City management.

Distinguishing Characteristics: The Grants Analyst performs advanced technical duties related to the assigned area. The incumbent uses outlined policies and procedures to inform work tasks and activities. Employees in this class must possess technical knowledge related to grants and exercise independent judgment in the disposition of routine matters. This is differentiated from the Grants Administrator who performs high level administration and oversight to all activities and services of the assigned area.

Supervision Received and Exercised: Work is normally reviewed upon completion to ensure compliance with departmental goals, plans, and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards. Major work activities are covered by organization guidelines and directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects to achieve desired outcomes. This position exercises supervision, guidance, and oversight to other positions.

Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

+ Performs high-level professional work related to grant seeking, grant administration, and coordinating grant management activities on a departmental basis.

+ Researches and identifies grant funding opportunities and grant funding needs; researches and develops grant-funding sources including federal, state, private, and other sources; develops and catalogs external resources in the areas of training, grant funding sources, and other grant related resources.

+ Provides assistance in determining grant eligibility; provides technical assistance and training in grant writing, preparation, and management; develops and implements administrative procedures and controls for grant application process.

+ Facilitates interdepartmental coordination and communication on multi-departmental grant projects to ensure that grants are processed and administered in a timely manner and according to grant requirements; provide technical expertise in determining grant compliance requirements.

+ Coordinates and works closely with management to develop policy, process and procedure for financial administration of grants; provides training and technical assistance in financial aspects of grant management and grant compliance; facilitates interdepartmental coordination when processing grant payments and reimbursements.

+ Maintains centralized reports of department grant activity, program evaluation and auditing, as well as financial analysis and tracking of grant funds.

+ Reports grant activity and progress to Department and City management; provides ongoing status updates and reports to management; works with various leaders throughout the department to provide technical assistance and advice in matters related to grant administration and management.

+ Communicates with various levels of officials in other agencies outside the City organization; communicates with the other departmental employees in explaining and interpreting the regulations, practices, and policies regarding grant application, grant administration, and grant management activities.

+ Instructs and advises others regarding grant application, grant administration, compliance and grant management matters.

+ Reviews the work of employees engaged in writing grant proposals to ensure compliance with City policies and operating procedures, and federal and state regulations; monitors and evaluates information and work-related conditions to determine compliance with prescribed standards, regulations, and guidelines.

+ Coordinates the work of others to ensure conformance to grant requirements and established policies and procedures.

+ Researches and analyzes grant related activities to make recommendations to department management; resolves procedural, operational, and other work-related problems by working with program officers and granting agencies to facilitate solutions.

+ Prepares written documents, such as research reports, feasibility studies, policies and procedures, memos, schedules, etc.

+ Performs other duties as required.

Minimum Qualifications

+ General accounting procedures, principles and practices.

+ Current social, political, and economic trends and operating challenges of municipal government.

+ Methods and techniques of research, statistical analysis, and report presentations.

+ Principles and applications of critical thinking and analysis.

Ability to:

+ Determine eligibility for a variety of grant proposals.

+ Participate in the management of comprehensive federal and state grant funded projects.

+ Assist with the administration of various federal, state, and local grant funds.

+ Coordinate and participate in the development of grant applications.

+ Participate in the preparation of grant compliance reports.

+ Prepare clear and concise reports, professional correspondence, and presentations.

+ Handle multiple demands and priorities simultaneously.

+ Interpret and apply federal, state, and local policies, laws, and regulations.

+ Respond to requests and inquiries from the general public.

+ Communicate clearly and concisely, both orally and in writing.

+ Establish and maintain effective working relationships with the public, staff, volunteers, and representatives of outside agencies.

MINIMUM QUALIFICATIONS:

Combinations of education and experience that are equivalent to the following minimum qualifications are acceptable.

Education:

Bachelors degree from an accredited college or university in Public Administration, Business Administration, Industrial Relations, or a related field.

Experience:

Three years of experience in governmental and/or not for profit grant development and administration.

Required Licenses or Certifications:

Must possess a valid driver's license or otherwise demonstrate the ability to independently get to and from multiple work locations as required.

Supplemental Information

Physical Demands and Working Environment:

+ Work is performed primarily in a standard office setting with some travel from site to site to attend meetings, extensive public contact.

+ Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel independently to other locations using various modes of private and/or commercial transportation; and to verbally communicate to exchange information.
