The Role: Concern Worldwide US is seeking a Manager, Grants and Compliance who will be responsible for providing financial, accounting, compliance and other grant support services in order to meet the needs of the organization and its donors. Reporting to the Director, Grants and Compliance and working closely with other Concern US departments, our affiliated organization in Ireland, and with program staff overseas, the Manager, Grants and Compliance will focus primarily on pre and post award accounting and compliance duties which include but are not limited to: supporting the proposal submission process, grant accounting, reporting, maintaining cash controls, providing financial analysis in support of the various programs, and all matters relating to organizational compliance with private and US Government Awards. The Manager, Grants and Compliance will also provide required expert support to the Programs and Operations teams and Concern Worldwide field staff in budgets and reports preparations to ensure compliance with donor requirements and regulations. This role will also be responsible for the management and development of the Grants and Compliance Accountant. Responsibilities include but are not limited to:Pre-Award: • Assists in pre-award activities including reading proposal guidelines; collecting, composing, and/or preparing administrative components for proposal submissions; preparing applications, developing and preparing budgets, budget narratives and monitoring regulatory compliance requirements. • Reviewing draft awards and sub-agreements to make sure terms and conditions are in line within the federal & state requirements and Concern Worldwide policies. • Review standard pre-award documents (Teaming Agreement) for proposed sub-awards. Post-Award • Perform in post-award activities including account creation in system, recording drawdowns, regulatory compliance monitoring, HQ salary and insurance allocations and effort reporting, invoice preparation, payment processing, cost transfers, grant projections, and account closing. • Preparing financial reports to government or private funders: ensuring the timely submissions of all finance and compliance reports. • Reconcile Accounts receivable and payable by award number based on expenses incurred to the GL and submit the invoice to the donor. • Review and assist in the preparation of re-budgeting requests and no-cost/Cost extension documents. • Overhead adjustment to the indirect cost calculation and billed charged. • Preparing awards/sub-agreement closeouts. Other responsibilities are as follows: • Provide technical support to the program staff related to BHA/USAID/PRM and other agency specific regulations. • Assist field staff in the preparation of narrative reports to support proposals and interim program reports. • Work with field staff to review and prepare backup for BHA/USAID/PRM quarterly financial reports and payment requests. • Maintain organizational Policies and Procedures including Funding Guidelines for US Government Awards. • Provide support to the private fundraising teams regarding compliance and budgeting with private and corporate foundation grants. • Maintain and update grants financial records and systems. • Support Controller in bank reconciliations and monthly close process. • Assist annual NICRA proposal for submission to USAID. Maintain NICRA Accrual schedules. • Conduct onsite monitoring visits and internal audits overseas to ensure compliance with donor regulations. • Assist in the further development of Concern's Accounting Information System (NetSuite) and specifically design reports in salesforce to streamline monthly and quarterly financial reporting. • Perform additional duties as assigned by senior management, including general accounting support. Requirements • Bachelor's degree in accounting, finance, business or related field that requires coursework in generally accepted accounting principles (GAAP) • Minimum 5 years of Grant Accounting experience, working with analysis of large data sets and budget experience with at least 3 years in USG Award administration. • Demonstrated knowledge of Federal regulations, including OMB Uniform Guidance, Cost Accounting Standards, US Federal Assistance & Acquisition Regulations, and major Federal funding agency guidelines. • Ability to work independently with minimal supervision and working as part of a collaborative team. • Excellent computer skills and facility with using MS Excel (sorting, pivot tables, filtering, formulas). Oracle NetSuite experience is highly desirable. • Excellent mathematical and analytical skills. • Excellent communication skills, ability to translate and summarize numbers into an understandable narrative to others. • Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment • Ability to communicate effectively in written and oral with a diverse group of individuals. Excellent ability to effectively liaise with and motivate a variety of people. • Demonstrated experience in conducting monitoring and providing training. • Skill in data entry and financial data management with minimal errors. • Ability to accurately prepare and maintain records, files, reports and correspondence. • Skill in completing assignments accurately and with attention to detail. • Ability to analyze, organize and prioritize work under pressure while meeting deadlines. • Ability to process and handle confidential information with discretion. • Commitment to humanitarian and international development work. • Eligibility to work in the US. Salary Description $80,000- $90,000
