The ideal individual will have extensive experience and knowledge of grants and compliance matters to support the Finance department. The Finance department supports City-wide operations and operates in a fast-paced work environment. From a strategic perspective, there are several overarching priorities:

This represents the highest credit ratings available and provides an independent view of the City's overall financial well-being.This position will be responsible for three overarching priorities within the Finance department: fiscal grants management, compliance related oversight over internal controls and Finance policies and procedures duties. This position will be responsible for the fiscal management of the City's external grants to ensure compliance and adherence with grantor provisions by supporting the City's grant management process. Additionally, this position will be responsible for establishing mechanisms to support monitoring and compliance of Federal, State and City requirements. This position will be responsible for working collaboratively with Finance leadership for development and enhancement of Finance policies, procedures and training materials.
Grants related duties:
* Serve as the primary Finance point of contact over fiscal grants management for all of the City's external grants including monitoring external grantor portals to ensure department representatives have appropriate access
* Serve as the lead contact with the City's External Auditor and any Grant specific auditors as well as manages the work of others supporting the City's annual Single Audit and annual preliminary and final Schedule of Expenditures of Federal and State Awards (SEFSA) preparation
* Perform and manages regular grant reconciliation, monitoring and oversight of the City's grants including adjusting entries
Compliance related duties:
* Responsible for establishing mechanisms to support monitoring and compliance of Federal, State and City requirements
* Serves as a Subject matter expert (SME) on many aspects of fiscal matters, examples include business efficiency and re-engineering, reconciliation, and fiscal compliance matters
* Evaluate the risk and effectiveness of existing regulations and provide guidance to ensure compliance with appropriate laws and regulations
* Monitor external finance reporting and due dates to ensure timely reporting in accordance with applicable Federal, State and Local compliance requirements
Policy and Procedure related duties:
* Research, recommend best practices surrounding policy and procedures
* Facilitate review and coordination of draft documents with SME and present policies and procedure recommendations to appropriate levels of leadership in accordance with the city governance structure
* Work collaboratively with Finance leadership and division managers to develop and/or modify Finance policies and procedures and training materials
* Oversees and administers financial policies, procedures and processes of assigned area; researches complex standards and legislation; implements changes and improvements for streamlining processes
Other related duties include:
* Provides direction and guidance to others within the organization on processes, projects and issues within assigned area; provides subject matter expertise to internal and external customers; manages resolution of escalated issues
* Serve as lead worker assigning work and monitoring work completion on cross departmental projects.
* May supervise staff - directing assignments, conducting performance evaluations, coordinating training, and managing hiring and disciplinary decisions as required.
Education and Experience:
Bachelor's degree in accounting, finance, business or public administration, five years of professional finance, budget analysis or accounting experience which includes experience with Generally Accepted Accounting Principles (GAAP) and/or public sector accounting and budgeting and two years of supervisory experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Preferred Qualifications:
* Government Finance and Accounting experience
* Current Certification as a CMA, CPA, MPA or MBA
Knowledge, Skills, and Abilities:
* Advanced understanding of general ledger content and fund accounting
* Working effectively independently without significant supervision with multiple deadlines and changing priorities
* Enterprise-wide Financial Systems (i.e. (ERP General Ledger and all associated modules) and accounting, spreadsheet, and word processing software with Microsoft Excel knowledge at least an intermediate skillset, including pivot tables, V-lookup, and formulas
* Annual reporting process governmental accounting, fiscal grants compliance and external reporting, internal reporting and internal controls processes and principles and practices supporting policies and procedure and accounting theory
* Supervisory principles, practices, techniques, and methods for organizing, prioritizing, assigning, monitoring, and evaluating work and coaching, training and leading the work of others
* Knowledge of internal control frameworks and ability to assess and monitor financial controls.

* Principles and practices of general accounting, financial management, and program administration
