What you'll be doing

Cadmus International Development Division is actively seeking Grants and Contract Specialist candidates for its Economic Engagement and Private Sector Development team.

The Specialist will report to the Grants and Contracts Manager, Digital Forward and provide grants and contracts support to Digital Forward.

Digital Forward, managed through the Innovation, Technology, & Research Hubs Technology Division (ITR/T) within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI) at USAID, is a five-year contract aimed at providing the tools necessary to advance digital initiatives that enhance digital security and economic prosperity in partner countries, while safeguarding individual rights, freedom of expression, and democratic norms and practices.

Responsibilities:

Support Grants and Contracts Manager in overseeing grants and contracts management under Digital Forward

Implement the Grants and Procurement manuals

Coordinate and prepare Request for Proposals (RFPs), Request for Applications (RFAs), or Annual Program Statements (APSs)

Solicit proposals/applications to assess potential offerors/applicants/grantees

Manage and facilitate the evaluation and selection process for offerors/applicants/grantees, ensuring compliance with internal and external contract and policy requirements

Assist the Grants and Contracts Manager and Project Director in receiving client approval for subawards, as per USAID rules/regulations

Conduct pre-award assessments

Support Grants and Contracts Manager in post-award functions

Monitors compliance with sub-awards terms and conditions, including tracking of obligated funds and total award funding

May assist in technical post-award functions, including technical review of milestones and deliverables

As needed, organize kickoff meetings and apprise offerors/applicants/grantees of the responsibilities, requirements and policies and procedures

Conduct field visits as needed, and in consultation with the Project Director and Grants and Contracts Manager to assure safety

Coach Digital Forward staff on procurement and grant functions

Assist in preparing trainings and templates

Qualifications:

Bachelors Degree in economics, business, international development/affairs, or related field and 5+ years of experience in a role relevant to international development OR Masters Degree or equivalent in economics, public affairs/administration, business administration, or related field and 3+ years of experience in a role relevant to international development

Strong understanding of USG rules and regulations that govern USAID grants and contracts (i.e. Federal Acquisitions Regulations, Code of Federal Regulations, ADS 300 Series, etc.)

Ability to work in a team environment

Ability to multitask and work under pressure in a fast-paced environment

Strong interpersonal skills (you will interact with employees, consultants, partners, clients, subcontractors, and vendors)

Strong writing skills, which will be assessed during the hiring process

Experience with USAID-funded and/or other donor-funded projects

Permanent U.S. work authorization

Preferred skills & qualifications:

Relevant overseas work or internship experience in a developing country context

Experience with grants and contracts in the digital space

Additional Information:

Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The minimum starting salary for this position is $70,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
