Job Summary: Reporting to the Section Manager of Grid Quality, this position is responsible for the quality of grant management implementation and supports business stakeholders in navigating the federal funding requirements. This role involves serving as a key collaborator and liaison between various departments to support the overall organization's goals and objectives. This position will require well rounded technical aptitude, high problem-solving ability, multitasking and fostering a culture of collaboration necessary to be successful.
Job Description: - Support the Section Manager in driving operational excellence and strategic alignment to ensure the team is providing proper federal funding guidance and provide support to business stakeholders for compliant project execution.
- Assist with the implemention of strategic initiatives and process enhancemenets in collaboration with Engineering and Capital Programs teams by providing seamless communication with and across the organzation. Strong interpersonal and relationship development skills are a must.
- Support Engineering and Capital Programs with contract requsition requests to ensure proper procurement alignment for federal funds reimbursement.
- Craft contract justifitications for amendments necessary to execute projects timely.
- Support reimbursement efforts of public funds including Cost Analysis
- Identify, report and mitigate ostacles, areas of improvement, disputes or ambiguous matters that need resolution.
- Maintain procedure manuals, educational materials and training to ensure regulatory and organizational compliance.
- Advise on matters of critical importance and provide recommendations to ensure successful execution of the organization's strategies.
- Ensure organization's policy and procedures are followed and aligned with core mission and objectives, and enforce compliance to organization policy.
- Perform major storm restoration work and associated drills as assigned.

Additional Job Description: EDUCATION AND EXPERIENCE:- Bachelor's degree in business, Finance, Engineering, Accounting, Law, Economics, Statistics, Project Management, Contract Management and/or related field/experience.
- Minimum 3-5 years related work experience related to Compliance and/or Federal Emergency Management Agency (FEMA) Public Assistance (PA) requirements.
- Knowledge of utility technical and federal funding processes including Public Assistance Program and Policy Guide, FEMA regulations, federal precedents as applied to Puerto Rico, local political strategic goals, and experience in coordination at the territorial and local levels.
- Experience with implementation and managing multiple projects to reach a goal
- Experience or knowledge of regulatory issues and/or federal funding processes.
- Self-driven and have demonstrated ability to work independently
- Proficient skills in the use of computer applications (MS Office).
- Strong communication skills (both verbal and written) with all members of the organization
- Strong ability to develop and deliver effective presentations and facilitate meetings as related to strategy, training, and collaborating with various stakeholders and end-users.
