BACKGROUND
The City of Jackson is the capitol and most populous city of the U.S. State of Mississippi. Founded in 1821 as the site for a new state capital, the city is named after General Andrew Jackson, who was honored for his role in the Battle of New Orleans during the War of 1812 and would later serve as U.S. president. It has had numerous musicians prominent in blues, gospel, folk, and jazz. The city is also home to one of the most notable collections of museums any city has to offer. The Mississippi Children's Museum, Mississippi Museum of Natural Science, Mississippi Civil Rights Museum, Mississippi Museum of Art, Old Capital Museum, Museum of Mississippi History, Smith Robertson Museum are locations of some of the over 20 museums in the city. Other notable locations are the Mississippi Coliseum, Thalia Mara Hall (home of the USA International Ballet Competition), and the Mississippi Veterans Memorial Stadium, home of the Jackson State Tigers Football Team.
The U.S. Census Bureau estimated the population of Jackson to be 153,7018 in 2020. The 2018 adopted operating budget for the City is $647M and the capital budget is $691M. On September 30, 2022, the City Council appropriated $250k in the 2022-2023 Annual Operating Budget to support the creation of a centralized grants management office under the direction of the Chief Financial Officer (CFO).
GENERAL DESCRIPTION
The Chief Financial Officer of the City of Jackson is seeking an innovative individual to assist with the start-up, daily activities, projects and operations of the Grants Management Office:
1. Serve as the contact point with all city agencies for grant-related fiscal matters.
2. Coordinating proposals and budget development.
3. Supporting the drafting of applications for competitive grant funds.
4. Familiar with grants.gov/and all state related sites and requirements.
Grants Management Office will ensure unified and consistent applications of grant-related policies and procedures including:
* Reporting information on grants sought and received.
* Identification of opportunities to increase departmental budgets and ensure adequate compensation for administrative costs.
* Strategic guidance and support to departments regarding available opportunities.
* Regular balancing of money drawn down on grants.
* Consistency of grants pursued in alignment with annual operating budget.
* Uniform application of all financial policies and procedures as well as consolidated source of information for auditing processes.
KEY RESPONSIBILITIES
Essential duties and responsibilities
This position is expected to:
* Read and interpret funding opportunities to determine what costs are allowable and how an award would impact a program/department overall budget.
* Prepare, review proposal budgets that are accurate, confirm with cost principles (allowable, allocable, indirect, etc.), and effectively justify costs.
* Examine award documents to identify conditions, deadlines, and responsibilities, then ensure appropriate financial and program staff are aware and prepared to deliver.
* Create documents, procedures, and resources to assist with the management and administration of awards.
* Facilitate post-award and pre-award coordination activities, such as kickoff and monthly meetings.
* Understand, adhere to cost principles, procurement requirements, etc.
* Plan, support effective program implementation to ensure project milestones and deliverables are achieved.
* Design, guide subrecipient monitoring.
* Prepare amendments, extensions, and other post-award communications/requests.
* Review, advise on reports and other closeout requirements.
* Assess, improve data collection, and program management to ensure effective performance monitoring and reporting.
* Prepare and support annual audits.
QUALIFICATIONS
Knowledge of:
* OMB Uniform Guidance, 2 CFR 200, etc. required; advance knowledge is strongly preferred.
* Experience developing and delivering effective training programs.
* Expertise in Microsoft Excel, Munis or other grant tracking tools, preferred.
* Proven ability to handle confidential information with discretion.
* Experience working with diverse or vulnerable populations is strongly preferred.
* Driven by a service and satisfaction ethos.
* Self-motivated, able to juggle simultaneous projects and competing priorities.
* Demonstrated passion and commitment to working in nonprofit or government sectors.
* Availability to work outside of traditional business hours and to travel locally.
* Preferably fluent in Spanish or other locally prevalent language.

Experience:
* Minimum five (5) years of experience in federal grant administration, accounting and/or finance
* Substitutions will be considered for program and finance professionals who have substantial experience administering federal grant-funded programs or budgets.
Training:
* Bachelor's degree in a relevant field (e.g., business, government or nonprofit administration, accounting, finance, etc.) is required. Post-graduate degree in a relevant field is strongly preferred.
* Substitutions, including certifications, will be considered for individuals with substantial relevant experience.
Residency Requirement
o Must establish permanent residence within the incorporated boundaries of the City of Jackson within the six (6) months after date of employment.
License or Certificate
