Grants Supervisor - DevelopmentLocationGrants ManagementWork StatusFull TimeTHIS POSITION WILL BE OPEN UNTIL FILLED.SALARY: $82,549.00 - 103,186.00 Salary USDJOB SUMMARY:Under general supervision, the Grants Supervisor-Development, is responsible for managing the administrative practices for the Center for Grants Innovation and Compliance, within the Grants Management Department, The position directly assists in citywide grants development, implementation, and compliance. The Grants Supervisor-Development is responsible for working with departments to secure and administer grants. This position develops sound grant management policies and practices as related to grant revenues and expenditures in accordance with grant terms and conditions. Duties also include providing cross-departmental grant writing assistance and technical guidance for incoming grants and contracts awarded from outside agencies.ESSENTIAL JOB FUNCTIONS:1. Supervises and evaluates Center for Grants Innovation and Compliance staff within the Grants Management department.2. Assists in the development of policies related to grant writing, submission, and management of grants.3. Assists in identifying resource needs that are consistent with City Council priorities and strategic plan.4. Coordinates grant administration with departments, auditors, funding agencies and other governmental agencies.5. Ensures that all grant requirements are considered and met to include compliance, eligibility, submission deadlines, match requirements, procurement, and liability issues.6. Collects, organizes, and catalogs information regarding grant availability, grant requirements and funding cycles of grantors and disseminates it to City departments.7. Collaborates with other City of Arlington departments to ensure an accurate, timely efficient and transparent process for the entire grant life cycle, from proposal to close. This includes but is not limited to: a .Pre-award management. b. Tracking applications. c. Reviewing. d. Producing relevant reports. e. Monitoring grant activity. f. Post-award management. g. Records retention.8. Supports departments in drafting grant applications and ensuring grant compliance requirements are maintained.9. Ensures that all fiscal and compliance statements in applications are accurate and valid.10. Develops high level monitoring and reporting of City of Arlington's competitive and discretionary federal grants portfolio.11. Provides guidance on grant compliance and interpretation of relevant federal requirements including the Uniform Guidance, as well as other related Federal and State regulations and legislation and City policies.OTHER JOB FUNCTIONS:1. Remain abreast of all compliance changes and identify trends; communicate appropriately with staff concerning updates and the potential amendment of board policy and administrative procedure.2. Conduct monthly check-ins with external and internal evaluation partners on progress towards the agreed upon scope of work, milestones, and deliverables.3. Maintain positive working relationships with all current state and federal funders, positioning City of Arlington for future grant opportunities.4. Assist as needed to monitor requests for proposals from state and federal entities and create and present one-page summaries for department directors within one week of grant announcement to garner senior leadership's approval to apply.5. Conduct monthly, cross-functional grant reporting meetings and establish systems for department directors to access data from teams across the organization.6. Act as a liaison within the Grants Management department to other City departments as the subject matter expert related to all competitive grants in the City of Arlington portfolio.7. Coordinate and develop exemplar trainings for staff.8. Prepare and submit all compliance reporting related to the competitive grants.MINIMUM QUALIFICATIONS:Knowledge, Skills and Abilities Required: Position requires basic knowledge in areas of procurement, budgeting, statistics, and technical writing. Knowledgeable of applicable local, state, and federal laws to interpret codes and regulation related to grant administration. Requires considerable knowledge and skills, such as applying the principles and practices of grant administration, grant accounting, grant budgeting, grant management and employee supervision. Requires basic knowledge of municipal operations, procedures, policies, laws, objectives, and organization. Must possess and maintain skills in accounting for verification of financial transactions and preparation of financial reports and technical writing skills for preparation of grant writing proposals and responding to requests for proposals. Must be able to communicate (verbally and in writing) effectively and possess proficient computer skills. Skill in using PC Software including current Microsoft Office Suite of applications. Must be capable of understanding and implementing City policies and regulations. Incumbent must be capable of managing all aspects of grant writing activities properly and efficiently. Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies. Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing. Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.Qualifying Education and Experience: Bachelor's degree from an accredited college or university with major coursework in communication, business, public administration, accounting, or a similar job-related field. Four years of related work experience in grants administration of increasing responsibility, to include evidence of successfully securing grants. Two years of staff supervision and/or serving as team lead for large projects is required.PREFERRED QUALIFICATIONS:Knowledge, Skills and Abilities Required: Knowledge of Power Bl Software and TechniquesPreferred Education and Experience: Masters' degree from an accredited college or university with major coursework in communication, business, public administration, accounting, or a similar job-related field.
