Summary

Under administrative supervision, provides guardianship services to persons found to be incapacitated per Section 1002.017 2(A)(B)(B) of the Texas Estates Code and Section 1102.001, 002, 004 and 005 of the Texas Estates Code. Guardianship services will include, but not be limited to, ensuring the safety and well-being of the Ward of Court; ensuring that the Ward's rights are protected; making decisions regarding the finances, physical and mental health care, living arrangements; determines the Ward's eligibility for a variety of social services; collects medical, financial and mental health information and completes required eligibility documentation, and monitors the Ward's progress and usage of assistance. Refers Ward to clinical and social service providers, or arranges for transportation as needed and performs related duties as required.

Duties and Responsibilities

* Acts as the Guardian for persons found to be incapacitated

* Interviews Ward, collects and completes required documentation and determines eligibility for medical, mental health and social services assistance based upon service regulations and procedures

* Conducts assessments of the Ward's needs by providing basic counseling and case management services for ward.

* Develops casework/service plans and monitors progress by conducting follow-up sessions

* Coordinates with other social service agencies, organizations, and vendors to provide appropriate services, information to ward.

* Serves as an advocate on behalf of the ward by making appropriate referrals to other social service, education, and health agencies as needed

* Makes reports to the Court as required

* May perform related duties as required

Minimum Qualifications

* Graduation from an accredited college or university with a Bachelor's Degree in Psychology, Counseling, Gerontology or Social Work and three (3) years of experience in social services related work preferably in a mental health setting or in a gerontology program; or an equivalent combination of education and experience

* Must have state guardianship certification upon employment or receive state guardianship certification within two (2) years of employment

* Knowledge of the legal system as it relates to elderly, mental health or guardianship services, social service policies/procedures and of local social services, organizations, programs, and resources available; knowledge of the Local, State and Federal programs, laws and requirements.

* Knowledge of computer equipment to include word processing, spreadsheets, databases and a variety of software packages; ability to operate personal computer and basic office equipment

* Skill in providing assistance to wards and referring wards to appropriate social services organizations and programs; skill in interviewing techniques; skill in problem solving and decision making

* Ability to deal with persons experiencing mental health crisis, physical illness, age related problems and economic stresses; ability to communicate effectively with hostile, abusive or irrational individuals; ability to work effectively under high-pressure circumstances; ability to work in hazardous conditions; ability to communicate effectively, both verbally and in writing; ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to establish and maintain effective working relationships with ward's and/or families, co-workers, County employees, and community outreach and other organizations, clinical and other social service providers

* Ability to communicate in Spanish is desired

* Must secure and maintain a favorable background investigation from the Bexar County Sheriff's Office

* Must secure and maintain a pre-employment physical and drug screen

* May be required to work more than 40 hours during the workweek

Working Environment and Physical Demands:

* Working in indoor/outdoor conditions with occasional exposure to persons who may be difficult to work with, mentally and physically incapacitated, anxious or hostile

* Occasionally moves items weighing up to 10-15 pounds

* Occasionally moves about the office and outdoors in the community

* Frequently communicates with others; must be able to exchange accurate information

* Constantly operates a computer and other office productivity machinery

* Positions self to perform essential functions

* Must be able to remain in a stationary position
