Job Description:

Conducts regular inspections for adherence with Spill Prevention, Control and Countermeasure (SPCC), Stormwater Pollution Prevention Plan (SWPPP), hazardous materials, and Underground Storage Tanks (USTs) regulations. Assist the Hazardous Materials Coordinator in ensuring compliance with various environmental regulations. Performs work for the Department's Environmental Division.

The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position.

Essential (primary)

Conduct regular inspections concerning hazardous materials, waste, Spill Prevention, Control, and Countermeasure (SPCC) plans, Stormwater Pollution Prevention Plans (SWPPP), and Underground Storage Tanks (USTs) to ensure compliance with applicable regulations.

Provide support to the Hazardous Materials (Hazmat) Coordinator to ensure compliance with local, state, and federal requirements related to the Resource Conservation and Recovery Act (RCRA), SPCC, SWPPP, UST, and the Clean Air Act (CAA).

Document and report inspection observations to facility managers and the Hazmat Coordinator, ensuring transparent communication and accountability.

Determine the need for corrective actions and evaluate the effectiveness of implemented actions to ensure continuous improvement in environmental compliance.

Collaborate with the Hazmat Coordinator and Facilities management to implement and maintain good environmental practices.

Promote Safety, Health, and Environmental (SHE) practices throughout the organization, fostering a culture of environmental stewardship and employee well-being.

Maintain accurate and detailed records of inspections, corrective actions, training activities, and compliance reports for auditing and reporting purposes.

Non-Essential (secondary)

Attends public meetings and Utility Service Board meetings, as required.

Performs other duties as assigned.Bachelor's degree in Environmental Science, Environmental Engineering, or a related field, or equivalent work experience.

Knowledge of environmental regulations, including RCRA, SPCC, SWPPP, UST, and CAA.

Analytical and problem-solving skills, with the ability to identify and resolve compliance issues.

Written and verbal communication skills, with the ability to communicate technical information to diverse audiences.

Ability to work with Microsoft and Google programs.

Organizational and time management skills, with the ability to multitask and prioritize.

Must be able to complete annual RCRA and DOT Hazmat training and testing to comply with 49 CFR 172.700 and 40 CFR 262.17(a)(7).

Ability to legally drive a vehicle.

DIFFICULTY OF WORK:

Duties are broad in scope, requiring analysis and interpretation of complex variables within a variety of department-wide situations and cases. Variables involve a wide range of laws, rules, regulations, and professional practices which are often vague and unclear. Work often includes independent analysis of unusual circumstances, often technically complex in nature, to determine the best method to achieve desired results. Errors are not readily apparent through supervisory review and may result in the substantial loss of department monies and violation of federal, state and local rules and regulations.

Approximately half of the work is performed in a modern office environment, with about half of the work requiring site visits that involve exposure to industrial, construction and factory production hazards and all-weather conditions. May be required to perform tasks requiring moderate and heavy physical exertion. Incumbent must be able to lift 30 lbs.

PERSONAL WORK RELATIONSHIPS:

Maintains frequent contact with department superior and subordinate personnel, independent contractors, consultants, local, state, and federal government officials, private sector business representatives and the general public for the purpose of coordinating environmental supervision and compliance for a number of departmental activities.
