JOB SUMMARY: Conducts property inspections in order to ensure compliance with housing quality standards (HQS) to ensure that residents and property owners are in compliance with local, state and HUD regulations. ESSENTIAL JOB FUNCTIONS: The essential functions of the position include, but are not limited to, the following: 1. Inspects Housing Choice Voucher properties as assigned prior to occupancy, after complaints, annually, and as necessary to ensure that units are maintained in a safe and sanitary condition and in compliance with HQS standards and local, state and HUD regulations. 2. Inspects privately owned property for owners who have contracted with Greater Dayton Premier Management to ensure the units are maintained in safe and sanitary conditions in compliance with owner's standards and local, state and HUD regulations. 3. Performs move-out inspections to assess damage by residents for owner as well as complaints, complaint re-inspections and other related special inspections. 4. Completes automated inspection reports utilizing GDPM hardware, other associated reports and computer data entry of required information in an accurate and timely manner and in accordance with GDPM policies and procedures. 5. Develops and maintains rapport with residents, property owners, social service agencies and city and county inspectors to facilitate and support property inspection compliance. 6. Provides emergency inspections as required and is available as scheduled outside of normal work hours. 7. Makes courtesy phone call to all tenants/owners prior to conducting inspection. 8. Takes photographs at all inspections including passed and failed items. 9. Performs other tasks as directed by the Team Leader or HCV Senior Manager. 10. Assists with filing inspection reports. 11. Regular and in person attendance. SUPERVISORY RESPONSIBILITIES: None. WORK ENVIRONMENT Includes both a typical office environment with minimal exposure to excessive noise or adverse environmental issues, and outside local travel, including occasional exposure to heat, cold, inclement weather and environmental hazards such as dust, fumes, mold and vapors. QUALIFICATIONS AND REQUIREMENTS: The incumbent must: 1. Have an Associate's degree and one to three years of related experience. 2. Hold HQS certification or obtain certification within one year of employment. 3. Hold a valid Ohio Driver's License. 4. Be proficient in Microsoft Office applications. 5. Be able to communicate clearly and precisely, both orally and in writing. 6. Be able to meet the following physical requirements with or without reasonable accommodation: a. Walk, sit, climb stairs and ladders, crawl and stand. b. Use hands to manipulate, handle, feel and control items or equipment; c. Talk and hear; d. See and be able to read, write and interpret text, spreadsheets, and graphs; e. Occasionally lift and move objects weighing up to 50 pounds.
