Job Summary: The Head of Quality will be responsible for developing and executing a comprehensive QA strategy that aligns with the overall business goals and program contractual requirements across multiple programs and products. This role oversees the system, program, and product quality function at CTS, managing quality planning across multiple programs to satisfy contractual requirements. The position involves direct interfacing with key stakeholders, including customers, sub-contractors, internal management, development programs/functions, and manufacturing, regarding quality performance and improvement. This role works under limited supervision and direction, and regularly exercises discretionary and substantial decision-making authority.
Essential Job Duties and Responsibilities:
Strategic Leadership:
* Develop, implement, and oversee a robust QA strategy tailored to the industry, overall business objectives, and Cubic's products and services.
* Align QA efforts with the company's overall business goals.
* Lead, manage and empower a team of QA professionals, fostering a culture of QA mindset across the organization.
* Ability to influence key stakeholders by articulating strategy and getting buy in across the organization.
* Must be well organized, able to prioritize workload, handle multiple simultaneous tasks, and complete work under deadline pressures with the ability to shift course where needed and recalibrate quickly.
Quality Planning and Compliance
* Provide direction to ensure compliance with quality contractual requirements, Cubic requirements, and program objectives by developing and managing Quality Planning across multiple programs.
* Conduct regular risk assessments and QA audits, addressing vulnerabilities, ensuring applicable standard compliance, and meeting payment ISO standards.
* Manage audit planning and execution across programs to ensure compliance with the Enterprise Management System.
* Ensure adherence to certifications and standards, such as ISO 9000 and ISO 27001.
Change Management:
* Able to demonstrate the capability to identify opportunities for change then lead/empower their team to execute the new path forward.
Process Improvement and Effectiveness
* Ensure compliance with internal processes and external standards, recommend process improvement initiatives, and monitor the effectiveness of implemented improvements.
* Oversee the development and implementation of process metrics to assess effectiveness and facilitate sound decision-making by managers.

Education and Awareness:
* Promote Quality awareness and education across the organization, providing training and resources for employees at all levels.
* Collaborate with other departments to integrate QA best practices into daily operations.
* Strong understanding of regulatory requirements and industry standards.
Collaboration and Communication:
* Work closely with other executives, such as the CDO and CTO, to integrate QA into all aspects of the business.
* Communicate QA risks, incidents, and strategies to the board of directors and other key stakeholders.
* Build relationships with external partners, industry groups, and government agencies to stay informed about emerging trends and best practices.
* Strong problem-solving and decision-making skills, with a strategic mindset. Has the ability to convey complex concepts into digestible content for non-technical stakeholders.

Minimum Job Requirements:
* Education - Bachelor's or Master's degree in Computer Science, Engineering, Quality Assurance or a related field.
* Experience - 10+ years of experience in quality engineering, with at least 5 years in a senior leadership role. Experience in automatic fare collection a plus, but not required.
* Knowledge - Proficient understanding of quality systems and standards, including AS9100, ISO 9001, ISO 20000, ISO 27001, and SOC standards.
