DescriptionBACKGROUND CHECKS:Ohio Heartland Community Action Commission is a drug-free employer. Drug testing of both current staff and new hires will be conducted. Employment is contingent upon successful completion of Driver's Record Check, Criminal Background Check, Drug Test, and Employment References.ESSENTIAL FUNCTIONS:
  • Organize, update, and maintain a Hiring Binder.
  • Enter personnel data into ChildPlus.
  • Maintain a system for gathering required information from management for updating personnel files.
  • Maintain a system for giving needed information to staff, Managers and Directors, as requested.
  • Generate a variety of Head Start and Agency reports as requested and required for compliance.
  • Organize, update, and maintain a secure Personnel File System.
  • Work in conjunction with the fiscal and benefits departments on issues dealing with Head Start Personnel.
  • Consistently maintain positive and effective relations with all staff.
  • Answers routine inquiries on employee verifications, benefits, and job openings consistent with written policies and procedures.
  • Maintains employment application forms, and other related documents as required by law and consistent with agency policy.
  • Posts job position openings through Agency Procedures including notification sent to current employees and county designees by e-mail. Advertising positions by newspaper as needed.
  • Initiate and facilitate Interviewing process.
  • Provides an employee orientation on Head Start and Agency policies and procedures, programs and regulations.
  • Recommends personnel practices to the Administration Team necessary to establish a positive employee-employer relationship and promote a high level of employee morale.
  • Reviews the systems plan with the Administration Team and Policy Council; recommend changes to comply with the Performance Standards.
  • Meet regularly with the Administration Team to review the progress of the program, make recommendations for improvements, and assist with implementation of changes when needed.
  • Develop, monitor, train and facilitate annual program self-assessment with the Administration Team.
  • Responsible for keeping and updating hard copies of a library of Ohio Heartland Head Start reference binders for facilitating the delivery of services to the children and families, including program operations and human resource policies and procedures. This includes updating all information for easy access by all employees through the ChildPlus computer system.
  • Ensure compliance with ODJFS Licensing and Head Start Performance Standards regarding personnel issues.
  • Facilitate purchase orders and maintain a filing system for purchase orders following the Agency Fiscal process.
  • Facilitate, follow and monitor authorization of buying of office, janitorial, classroom supplies, stamps, charge cards, gift certificates, etc.
  • Works closely with the Fiscal Department.
  • Works closely with IT Manager regarding computers, printers and copiers as needed.
  • Works with unemployment issues.
  • Participate in Managers Meetings and attend Policy Council meetings, whenever possible.
  • Attend all training in or out of state, as assigned.
  • Maintain confidentiality in all areas.
  • Adhere to the Ohio Heartland CAC Personnel Policies and Procedures and other approved agency policies.
  • Develop and maintain knowledge and understanding of a variety of human resource and Head Start areas.
  • Will be required with prior notice to work flexible hours outside the normal 8 - 4:30 workday on occasion in order to adhere to and stay in compliance with the regulations stated within the Head Start Performance Standards.
  • Work closely with Supervisors, the fiscal and benefits departments regarding new hires and their orientations.
  • Assist in operation of the centers in full compliance with the Ohio Heartland CAC Head Start Child Positive Behavior Support Policy that prohibits corporal punishment.
  • NON-ESSENTIAL FUNCTIONS:
  • Be prepared to make decisions as needed daily which may require good common sense, knowledge, experience and fairness.
  • Perform any duty as assigned in order to meet or stay in compliance with state or federal regulations.
  • Transfer of site assignment when necessary for the operation of the program when management finds it appropriate.
  • Assist in the classroom, on the bus, screening or other needed areas as required. This includes use of personal car for work related errands including transporting of food.
  • Video and audio recordings will be made during Head Start activities and observations and will be used for public relations, professional development, training and/or possible disciplinary action.
  • State and federal criminal checks to be conducted as required by funding source and OHCAC.
  • ACCOUNTABILITY:
  • The Program Support Manager is accountable for Reporting to the Director on compliance issues and performing essential functions as listed.
  • The Program Support Manager is accountable to the Head Start Director.
  • Drug and alcohol testing to be conducted as required by OHCAC and funding source.
  • Requirements
  • B.S. or B.A. Degree in Social Services, Education, Business Management, or related field required.
  • Successful experience in an administrative or supervisory capacity, preferably in a Head Start Program or related Social Services Agency preferred.
  • Must possess excellent oral and written English language skills.
  • Must be able to work independently, with initiative and creativity without constant supervision.
  • Must pass the requirements of the insurance company in regard to age and driving record.
  • Must possess a valid Ohio Driver's License, have ready access to a drivable vehicle and carry private car insurance.
  • Must respect confidentiality.
  • Must be flexible and able to work with a diverse population.
  • Must be able to use a variety of computer software and produce correspondence, forms and charts.
  • Must be able to observe an entire classroom of children for monitoring purposes.
  • Must have sensitivity to the needs of low-income, disabled and all other individuals, and relate well to the public.
  • Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals preferred.
  • Ability to compute rates, ratios, and/or percentage preferred.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle or feel; reach with hands and arms; talk; hear; and smell. The employee is frequently required to stoop, kneel, crouch or crawl. Must be able to move quickly to retrieve a running child.
  • The employee must frequently lift and/or move up to 50 pounds on a daily basis.
  • Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus. Must be able to clearly see the entire classroom.
  • The employee is occasionally required to climb or to balance.
  • Must show courtesy and respect to staff and customers at all times.
  • Must pass the criminal background check (be fingerprinted).
  • Must be able to maintain accurate travel records in writing.
  • Ohio Heartland Community Action Commission has in effect a clean air/smoking/tobacco use policy which prohibits smoking or use of tobacco products in all offices and on or in any agency owned or agency occupied properties or vehicles.
